Role purpose
TGP International is seeking an experienced, commercially minded, technically strong and creatively capable Senior Bid & Proposals Manager to lead the development and delivery of TGP’s technical bids, strategic proposals and client pitch submissions from our Cairo office.
The successful candidate will take ownership of the full bid and proposal lifecycle, from reviewing complex RFPs and tender requirements through to developing the submission strategy, shaping the commercial proposition and delivering persuasive, beautifully presented final submissions.
This role requires a strong combination of technical bid expertise, strategic proposal development and presentation capability. The successful candidate must be equally comfortable interpreting detailed tender requirements, compliance matrices and technical scopes as they are developing a compelling proposition, structuring a client narrative and producing executive-level presentation materials.
Working closely with senior leadership, Business Development and TGP’s specialist departments, the Senior Bid & Proposals Manager will ensure every submission is technically robust, fully compliant, commercially compelling, differentiated, visually exceptional and delivered on time.
Key responsibilities
Proposal strategy and development
- Take ownership of TGP’s strategic and commercial proposals, pitches and major submissions from initial brief through to final delivery.
- Understand the client, opportunity, competitive context and evaluation criteria and translate these into a clear proposal strategy.
- Work with Business Development and senior leadership to define the win strategy, key messages, differentiators and overall proposition.
- Develop the structure, storyline and flow of proposals and pitch presentations rather than simply compiling departmental inputs.
- Turn complex consultancy services, methodologies and technical information into clear, concise and persuasive client-facing content.
- Challenge generic or weak content and work with contributors to ensure responses directly address the client’s requirements.
- Identify the strongest relevant case studies, credentials, team experience and proof points to support each proposition.
- Ensure every proposal clearly communicates why TGP, why our approach and why our team.
- Lead the development of executive summaries, proposal narratives, methodologies, value propositions and key pitch messages.
- Personally write, edit and refine critical sections of proposals rather than relying solely on contributors to provide finished content.
Technical bid management and coordination
- Manage the complete bid process for RFPs, RFQs, EOIs, tenders, prequalification submissions and client proposals.
- Review and interpret tender documents, scopes of work, technical requirements, deliverables, evaluation criteria, deadlines and key risks.
- Develop and maintain bid plans, responsibility matrices, compliance matrices, internal timelines and submission schedules.
- Organise bid kick-off meetings and assign responsibilities across contributors.
- Coordinate input from Business Development, SME’s and external partners as required.
- Coordinate technical methodologies, workplans, delivery programmes, team structures and specialist responses across TGP departments.
- Review technical content critically for completeness, credibility, consistency and alignment with the proposed scope.
- Challenge contributors where responses are unclear, incomplete or do not sufficiently address the client requirement.
- Monitor progress closely, follow up on outstanding actions and escalate delays or risks promptly.
- Maintain rigorous version control and manage review, approval and sign-off processes.
- Ensure all submissions comply fully with client instructions, procurement requirements and submission formats.
- Lead the final technical and compliance review before submission.
Pitch presentations and visual quality
- Lead the development of high-quality client pitch presentations and strategic proposal decks.
- Define the presentation structure and narrative to ensure a compelling progression from client challenge through to TGP’s solution and value.
- Translate complex technical and commercial information into clear and engaging presentation content.
- Apply strong judgement around hierarchy, storytelling, pacing, imagery, charts, diagrams and data visualisation.
- Ensure proposals are concise, engaging and appropriate for senior client audiences rather than simply being technically complete.
- Maintain an exceptionally high standard of presentation across PowerPoint and other client-facing formats.
- Benchmark major submissions against leading global consulting, design and professional-services firms and continuously raise TGP’s pitch standard.
Opportunity qualification and governance
- Work with Business Development and leadership to assess whether opportunities align with the company’s strategy, capabilities, resources and commercial objectives.
- Coordinate bid/no-bid reviews and document agreed decisions.
- Assess opportunities from a client, technical and competitive perspective and identify what TGP will need to demonstrate to win.
- Ensure the proposal strategy and technical response approach are established early in the process.
- Identify requirements that could create legal, financial, operational, reputational or delivery risks.
- Ensure exceptions, assumptions, dependencies and qualifications are clearly recorded and approved.
- Maintain appropriate governance throughout the bid process, including internal reviews and delegated authority approvals.
Commercial and financial coordination
- Work closely with Finance to develop and validate pricing, budgets, resource plans, payment terms and commercial assumptions.
- Understand the relationship between technical scope, methodology, resourcing and price and ensure the commercial proposition supports the overall pitch.
- Challenge inconsistencies between the client’s requirements, proposed technical solution and commercial offer.
- Ensure all financial information is accurate, consistent and appropriately approved.
- Coordinate the completion of pricing schedules and other commercial submission documents.
- Ensure pricing is consistent across technical, commercial and supporting documents.
- Support commercial negotiations and post-submission clarifications when required.
Legal, compliance and submission management
- Work with Legal to review tender conditions, contracts, NDAs, declarations, warranties and other legal documentation.
- Identify non-standard or high-risk contractual requirements and ensure they are escalated appropriately.
- Coordinate corporate documentation, licences, certificates, policies and compliance declarations.
- Ensure bids comply with client instructions, applicable regulations and internal company policies.
- Coordinate bid-related client communications and clarifications.
- Manage submissions through relevant procurement and client portals where required.
- Ensure all required approvals, forms, supporting documents and signatures are complete before submission.
- Maintain a complete and accessible record of final submissions and client correspondence.
Proposal quality and content
- Lead the development of differentiated, persuasive, technically credible and commercially compelling proposals that demonstrate a strong understanding of the client and clearly articulate TGP’s value.
- Coordinate and shape methodologies, workplans, team structures, CVs, case studies and project credentials.
- Ensure methodologies and technical responses accurately reflect the proposed scope, delivery model, programme and team.
- Critically edit and rewrite content to improve clarity, brevity, consistency and persuasive impact.
- Ensure proposals have a clear narrative, strong executive-level messaging and logical story from beginning to end.
- Ensure technical and commercial sections reinforce the same core proposition.
- Ensure every major submission feels specifically created for the client rather than assembled from standard content.
- Maintain and continuously improve TGP’s bid content library, including standard responses, credentials, CVs, case studies, policies and templates.
Submission, handover and continuous improvement
- Conduct final technical, strategic, commercial and presentation-quality reviews before submission.
- Review submissions from the perspective of the client or evaluator and challenge whether they are compliant, credible, persuasive, differentiated and easy to understand.
- Following an award, coordinate a structured handover to the project or delivery team.
- Prepare handover information covering scope, pricing, assumptions, exclusions, programme, client commitments, risks and contractual obligations.
- Following unsuccessful bids, request feedback and coordinate lessons-learned reviews.
- Analyse successful and unsuccessful proposals to understand which technical approaches, messages and presentation techniques drive stronger results.
- Continually benchmark TGP’s submissions against leading international consultancies and professional-services firms.
- Improve bid processes, templates, governance and collaboration across departments.
- Build a best-in-class proposal toolkit, including technical response frameworks, presentation structures, executive-summary formats, case-study approaches and reusable proof points.
- Support the development of BD coordinators or administrators as the function grows.
Requirements
Experience and qualifications
- Approximately 7-10 years’ relevant experience in bid management, strategic proposal development, pursuits or business development.
- Demonstrable experience managing complex, multi-stakeholder bids from receipt through submission and handover.
- Demonstrable experience leading complex technical and commercial submissions, not solely coordinating standard proposals.
- Strong experience interpreting RFPs, scopes of work, technical requirements and formal procurement documentation.
- Strong knowledge of bid governance, compliance matrices, submission planning and document control.
- Strong understanding of technical proposal development, including methodologies, workplans, programmes, organisational structures and resource plans.
- Strong understanding of win themes, value propositions, proposal narratives and persuasive client presentations.
- Evidence of producing high-quality proposals and pitch presentations demonstrating excellent storytelling, structure and visual quality.
- Experience within consultancy, hospitality, events, design, architecture, engineering, real estate advisory, project management or professional services would be advantageous.
- Experience supporting bids across the Middle East or international markets would be beneficial.
- Excellent written and spoken English.
- Arabic language capability would be an advantage.
