What We Offer

The City and County of Denver offers competitive pay commensurate with education and experience. The salary range for this position is $23.89-$35.84.New hires are typically brought into the organization between $25.00-$30.00/hour based on experience. We also offer generous benefits for full-time employees which include but are not limited to:

Location & Schedule

In this position you can expect to report to the Central Platte Campus, Gary Price Building (Building 2), located at, 1271 W Bayaud Avenue, Denver, CO 80223. Parking is provided. Scheduling assignments are determined bi-annually (using a shift bidding system), where you may bid on the shifts listed below. Hours/schedules can change.

  • Shifts consist of five (5) 8-hour days.

  • The primary shift will be discussed in interview and can be any of the shifts listed below.

    • 6:00 a.m.-2:30 p.m.

    • 7:30 a.m.-4:00 p.m.

    • 11:30 a.m.-8:00 p.m.

  • Shifts are bi-annual commitments and are subject to change based on business needs.

  • Shifts are not guaranteed and are subject to change. 7% pay differential depending on shift assigned.

Right of Way Enforcement (ROWE) is a division within DOTI that provides enforcement services primarily within the public right-of-way, with a strong focus on parking and mobility. ROWE’s services include parking enforcement, street sweeping support, vehicle booting, ADA and bike lane safety enforcement, permitted special event enforcement, encroachment enforcement, and customer request management.

In 2026, ROWE also launched a new Parking Citation Administrative Review Program. The division coordinates closely with other DOTI teams, City departments with enforcement authority, and Denver County Courts to support parking-related actions and ensure consistent, effective enforcement. Through this work, ROWE helps promote mobility, safety, accessibility, and economic vitality throughout the City and County of Denver.

The Boot Team has an opening for a Vehicle Boot Investigator. Job duties and responsibilities of this position include, but are not limited to, the following:

  • Enforces the payment of parking fines, fees, or penalties by identifying, immobilizing, and releasing vehicles based on violations of city and state ordinances and facilitates the towing of vehicles when needed.

  • Investigates vehicles parked in various locations, identifies non-compliance vehicles using an on-vehicle computer, and searches for delinquent citations and/or offenders using a variety of databases/files.

  • Immobilizes and/or impounds vehicles based on court magistrates’ orders for misuse of license plates, failure to appear in court, and/or other failure to comply court orders and serves legal notices when applicable.

  • Issues written notices to vehicle owner, provides information explaining how to have a boot apparatus removed, and explains codes and state and city parking rules and regulations.

  • Issues citations for violations in the right-of-way to maintain a safe environment for citizens.

  • Stays alert to dangers such as working alone in secluded areas and/or dealing with potentially hostile and emotional contacts with the public.

  • Operates vehicle and two-way radio in performance of duties.

  • Maintains daily activity reports.

  • Assists administration in coordinating the activities of the Parking Control Enforcement Teams.

  • Performs other related duties as assigned.

  • Five (5) years of experience enforcing parking regulations, municipal code or laws and regulations.

  • Knowledge of the streets within the City and County of Denver.

  • Knowledge in Microsoft office suite.

  • Strong Ability to provide customer service, de-escalate customer interactions and exercise quick and mature judgment in dealing with potentially disruptive customers.

  • A team-oriented disposition centered on respect, work ethic and collaboration.

  • A skill set that allows for continuous learning, adaptation to a changing environment, and the ability to handle stressful conflicting priorities in a professional manner.

  • Communication skills to convey exact and precise information.

  • Ability to get in/out of vehicles multiple times a day.

  • Ability to work in varying conditions “inclement weather”, dust etc.

Required Minimum Qualifications

  • Education requirement: Graduation from high school or the possession of a GED, HiSET or TASC Certificate

  • Experience Requirement: Two (2) years of experience enforcing parking regulation, municipal code or laws and regulations

  • Education/Experience Equivalency: Additional appropriate education may be substituted for one year of the minimum experience requirement

  • License/Certifications: Requires a valid Driver's License at the time of application

  • Must obtain a Code Enforcement Commission from the Executive Director of Safety's Office. This certification is required in accordance with the City Charter and the Denver Revised Municipal Code. Failure to obtain the commission will result in the withdrawal of the offer for the position, end probationary status or disqualification from employment.

  • Licenses and certifications must be kept current as a condition of employment.
