Our business supports the insurance and risk management needs of medium and large public entities by providing property and casualty insurance coverages in multiple states.

Role Overview

Tokio Marine HCC Public Risk Group is seeking an accomplished Vice President, Actuarial and Business Operations to serve as a key member of the leadership team. Reporting to and partnering closely with the Public Risk Group President, this role provides strategic leadership for actuarial, compliance, and business operations and supports pricing, profitability, financial planning, regulatory, and operational priorities.

The Vice President provides independent, data-driven insight into business performance, financial outcomes, loss trends, pricing adequacy, growth opportunities, emerging risks, regulatory compliance, and business communications. This role also leads the development of actuarial capabilities, scalable business processes, reporting tools, organizational resources, and talent strategies that support profitable and sustainable growth.

Key Responsibilities

Actuarial and Business Leadership

  • Serve as a strategic actuarial advisor to the President and leadership team, providing objective insight into pricing, profitability, loss trends, expenses, growth opportunities, and emerging risks.

  • Lead actuarial and financial analyses across products and lines of business to evaluate pricing adequacy, loss trends, profitability, financial returns, strategic alternatives, and opportunities for profitable growth.

  • Partner with Underwriting and Product Management to develop and refine pricing strategies, underwriting segmentation, product structures, and portfolio management approaches.

  • Monitor industry, regulatory, legal, economic, and loss-cost trends and assess their potential impact on the business and its portfolio.

  • Bring an actuarial, financial, operational, and enterprise-wide perspective to business decisions.

Financial Planning and Performance

  • Provide actuarial and financial leadership in the development of annual plans, budgets, forecasts, and longer-term financial objectives.

  • Establish and improve reporting, tools, methodologies, and processes to provide timely, accurate, and actionable insight into business performance.

  • Prepare and present executive-level reporting on business performance, trends, financial outlook, compliance matters, risks, and strategic initiatives.

  • Promote disciplined decision-making, effective cost management, strong internal controls, and continuous improvement.

Compliance and Governance

  • Provide executive oversight of the business unit's regulatory compliance function, including governance, risk management, compliance monitoring, and adherence to corporate and professional actuarial standards.

  • Provide executive oversight of the preparation, coordination, and submission of rate, rule, and form filings across multiple lines and states, and ensure timely and accurate regulatory reporting, including Surplus Lines tax and fee submissions.

  • Be a resource for the compliance department in interpreting state insurance laws, regulations, bulletins, and emerging regulatory developments to assess their impact on products, operations, and compliance procedures.

  • Oversee responses to regulator inquiries, objections, and information requests, and maintain constructive relationships with state insurance departments.

  • Provide executive oversight of agency appointment processes, producer licensing and appointment requirements, and partner with Corporate Legal to review and approve legal agreements for regulatory and corporate compliance.

Leadership and Talent Development

  • Build and lead high-performing actuarial and business operations teams, including establishing organizational structure, talent strategy, succession plans, performance expectations, and development opportunities.

  • Maintain full human resources responsibility for direct reports, including hiring, training, work coordination, performance management, coaching, counseling, and career development.

  • Foster a collaborative, accountable, and analytically rigorous team culture.

Executive and Organizational Communications

  • Prepare executive and organizational communications, including leadership meetings, town halls, quarterly business reviews, and other key presentations.

  • Translate complex actuarial, financial, compliance, and operational information into clear recommendations for stakeholders at all levels.

  • Provide executive oversight of Program Administrator’s support of board governance activities.

  • Provide strategic direction and executive governance for the business unit’s marketing function, ensuring initiatives align with corporate guidelines, business priorities, and brand standards.

What You Bring

  • Bachelor’s degree in Actuarial Science, Mathematics, Statistics, Finance, Business Administration, Insurance, Risk Management, or a related field; equivalent relevant education and experience may be considered.

  • ACAS designation required; FCAS designation preferred.

  • At least 15 years of progressive experience in the property and casualty insurance industry, including significant actuarial, business operations, financial planning, or strategic leadership experience.

  • At least 5 years of senior leadership experience leading teams, functions, or business operations within a commercial, specialty, public entity, municipal, or governmental insurance organization.

  • Demonstrated experience leading or materially influencing pricing, profitability analysis, portfolio performance, strategic planning, financial planning, operating performance, or enterprise-wide initiatives.

  • Experience partnering directly with executive leadership on business strategy, financial results, operational priorities, regulatory matters, and organizational effectiveness.

  • Working knowledge of the relationships among underwriting, claims, actuarial, compliance, finance, product, distribution, and risk management.

  • Demonstrated experience operating within a regulated, multi-state insurance environment.

  • Strong experience managing budgets, resources, operational priorities, and complex cross-functional initiatives.

  • Proven ability to build, lead, and develop high-performing teams and future leaders.

Preferred Qualifications

  • Experience in public entity, municipal, governmental property and casualty insurance.

  • Knowledge of state insurance regulatory expectations, market conduct, compliance controls, and insurance governance practices.

  • Advanced degree, MBA, CPCU, ARM, ARe, or another relevant insurance or risk-management designation.

Skills and Attributes

  • Ability to work effectively with business partners and stakeholders across Actuarial, Underwriting, Claims, Compliance, Finance, Product, and Operations.

  • Demonstrated actuarial judgment, analytical and problem-solving skills, and the ability to apply technical insights to strategic business decisions.

  • Strong organizational skills and the ability to manage multiple priorities and deadlines.

  • Proficiency with Microsoft Office applications, including Excel, Access, PowerPoint, and Word.

  • Experience with programming languages or statistical modeling packages, such as R or Python.

  • Proficiency with Microsoft SQL Server Management Studio and experience designing and improving queries using T-SQL.
