Offshore IT contractors are prohibited.\nJob Description:\nThe GIS Analyst 3 will provide advanced GIS analysis, enterprise asset data management, application development, and technical coordination for VDOT's Highway Maintenance Management Section.\nWorking under the direction of the HMMS Program Manager, the analyst will analyze, validate, maintain, and enhance geospatial datasets associated with highway maintenance assets. The position will develop and maintain GIS tools, web applications, spatial analysis workflows, and multi-layered mapping solutions using ESRI technologies and supporting programming environments.\nThe role requires proficiency in ArcGIS Pro 3.x or later, ArcGIS Enterprise, ArcSDE, GIS application development, and Python scripting. The analyst will also serve as a technical liaison between VDOT's Information Technology Division (ITD), asset management system administrators, and users with varying technical backgrounds.\nThe Qualifications:\n Bachelor's degree (BS/BA) in GIS, Geography, Cartography, Computer Science, or a related field with GIS experience.\n6+ years of experience in GIS and GIS application development.\n5+ years of experience working with the ESRI GIS software suite, including ArcGIS Pro 3.x or later.\n5+ years of experience communicating technical information effectively to nontechnical computer users, both verbally and in writing.\n5+ years of experience designing, building, and delivering web applications, as specified in the requisition description.\nDemonstrated expertise with ArcSDE and ArcGIS Enterprise, including Server, Portal, Web Adaptors, and Data Stores.\nExperience developing complex GIS analysis and mapping projects.\nAbility to independently
