SUMMARY: TRABUS is seeking a highly skilled and motivated Program Manager to support the Naval Information Warfare Center Pacific (NIWC PAC).
RESPONSIBILITIES:
- Serve as the single management point of accountability for a software-intensive Navy development effort.
- Direct software development, systems engineering, cybersecurity, integration/test, staffing, subcontractor performance, transition, quality, risk, cost, and schedule execution.
- Manage CPFF burn rate, labor utilization, funding visibility, ETC/EAC, scope/change control, and early-warning reporting.
- Maintain effective Government customer communications, action-item closure, staffing continuity, and performance reporting.
REQUIREMENTS:
- Active DoD Secret clearance
- Proven leadership experience, particularly in the defense sector.
- Minimum 10 years of professional program/project management experience consistent with the eCRAFT MANP2 baseline.
- Demonstrated management of multidisciplinary software and engineering teams on complex systems-development or modernization efforts.
- Demonstrated cost, schedule, staffing, risk, and subcontractor management experience on Government contracts.
EDUCATION:
- Bachelor's-level degree in a technical or managerial discipline.
DESIRED:
- Top Secret clearance with SCI Eligibility
- Direct NIWC Pacific/NAVWAR C4I program experience and established customer familiarity.
- Experience leading Agile/DevSecOps software delivery and incumbent-to-successor transition activities.
- Experience managing small-business teammates and recruiting/retaining cleared technical staff in the San Diego market.
- PMP or equivalent certification is desirable, but should not be treated as mandatory unless required by the final RFP.
