SUMMARY OF THE FUNCTION/ROLE\n\nThe Telecom Services & Expense Management Unit team provides Telecom Services support, Expense and Financial management support for the MTA IT. The incumbent candidate will assist in establishing and optimizing processes for the Telecom Services & Expense Management Unit, including but not limited to, establishing processes for management and monitoring spending, analysis, forecasting, financial planning, invoice audit and expense analysis, variance reporting and analysis, forecasting procurement requirements for new purchases, contract modifications, and vendor payments.\nII. MAJOR RESPONSIBILITIES/ACCOUNTABILITIES \n\nDemonstrated expert level proficiency in SQL, advanced analytics platforms such as Tableau, and the ability to work effectively with large data reports to ensure accuracy in identifying cost savings opportunities and optimizing expenditures and invoice overcharges from carriers.\nEstablish/Optimize process for the preparation and audit invoices, wireless plans and wireless equipment purchases from all carriers, budget variances/ expense reports for the department; Analyze report for data integrity.\nEstablish/Optimize process to Review Cost Benefit Analyses (CBAs) and ROI.\nEstablish/Optimize process to Analyze vendor expenses and compare to funding of contract.\nEstablish/Optimize process to Prepare budget expense variances reports\nEstablish/optimize preparation of reports, and analyses in areas such as Machine-to-Machine accounts, forecasts, expense reports, and business forecasts\nEstablish/Optimize preparation status reports on in-process and completed projects. To indicate if projects are within budget parameters from both a dollar and time perspective.\nEstablish/Optimize process to prepare and evaluate mid-year and year-end forecasts, monitor spending, and secure rollover of unspent funds\nEstablish/Optimize process to track planned and actual expenses in support of the annual budget process\nEstablish/Optimize process to Investigate and resolve overcharges and anomalies found during audit and analysis of wireless vendors accounts\nAdministration & Maintenance Database\n\nManage existing database: backups, restores, indexing, performance tuning.\nMonitor database health, storage, query performance, and job schedules.\nEnsure data integrity, enforce constraints, and maintain normalization.\nData Ingestion & Loading\n\nCreate, manage, and optimize ETL/ELT pipelines.\nLoad data from files, APIs, vendor portals, Excel and external systems.\nValidate incoming data, handle malformed records, and manage staging tables.\nAutomate imports with stored procedures, scripts, or scheduled jobs.\nSQL Coding & Advanced Querying\nWrite complex SQL queries (joins, windows, CTEs, aggregation).\nDebug and optimize slow queries.\nBuild views, materialized views, functions, and stored procedures.\nUse partitioning and indexing strategies to improve performance.\nData Modification & Structure Updates\nSafely add/modify tables, columns, constraints, and relationships.\nRefactor existing code with backward compatibility.\nManage schema migrations and version control for SQL scripts.\nPlan and execute changes without disrupting production systems.\nSecurity & Access Control\nManage user roles, permissions, and least privilege access.\nImplement auditing, logging, and compliance controls.\nSecure data at rest and in transit; evaluate risks before changes.\nTroubleshooting & Incident Support\n\nDiagnose failed jobs, ingestion errors, missing data, or corrupted records.\nInvestigate slow queries or lock/contention issues.\nUse logs, execution plans, and profiling to identify root causes.\nClient & Stakeholder Advisory\nTranslate technical database concepts into clear business impacts.\nRecommend data models, workflow changes, and architecture improvements.\nProvide guidance on reporting, analytics, and operational constraints.\nSet expectations for delivery timelines and resource requirements.\nDocumentation & Knowledge Transfer\nDocument database structures, ETL pipelines, major queries, and workflows.\nCreate onboarding guides, runbooks, and change management notes.\nProvide training or walkthroughs for non-SQL stakeholders.\nModern Platform Skills (Cloud-Friendly)\nDeploy and manage databases in cloud platforms (Azure SQL, AWS RDS, etc.).\nUnderstand data-lake integration, pipelines, and blob storage workflows.\nUse DevOps/CI tools for automated deployments and testing\nRISKS\nNormal office environment and not subject to any additional risk\nIII.
