Saint Alphonsus Health System is seeking a dynamic, community-centered leader to serve as President, Eastern Oregon, overseeing Saint Alphonsus Medical Center - Ontario, a regional hospital with approximately 94 licensed beds, and Saint Alphonsus Medical Center - Baker City, a 25-bed critical access hospital. This highly visible leadership role is responsible for advancing strategic growth, operational excellence, physician recruitment, community partnerships, and exceptional patient care across both Eastern Oregon communities.

Purpose

Will provide strategic leadership and operational direction to the area Ministries in the development and execution of regional strategic and regional/local operating plans that align with overall system strategies. Accountable for leading, guiding, and directing Trinity Health (TH) strategy with an operational emphasis on Business Development, Philanthropy, Physician Partnerships, Clinically Integrated Networks, Community Health & Wellbeing, and Advocacy for assigned Regional Health Ministry (RHM) or multiple RHMs within a service area. Enable RHM level strategy to address internal or external business and regulatory issues and in alignment with TH enterprise strategic plan. Ensures fulfillment of performance and service standards. Responsible for achieving financial goals. Identifies, defines and solves complex problems that impact the management & direction of the business; Collaborate with Service Area, Region and Health Ministries to ensure consistency and integration of strategy and operations. Maintain awareness of new industry developments and standards. Provides decision support, operations &/or optimization leadership focus.

Additional positional purposes include:

  • Leads the development of a viable regional healthcare ministry that reflects community needs, achieves organizational goals, and advances the philosophy, mission, and vision of Trinity Health.

  • Provides executive leadership and oversight within defined service areas that ensures excellence in the care experience and operational efficiencies across a variety of delivery settings.

  • Seeks out and capitalizes on the advantages of regional and system resources including scale, people, and intellectual capital within the Maryland Global Budget Revenue framework.

  • Fosters an unrelenting focus and climate of urgency that balances the opportunity to transform care delivery with current operational realities and the desired service excellence, operating, and financial performance objectives.

  • Provides leadership and guidance to regional teams, fostering collaborative planning, innovation, and decision-making.

  • Engages physicians, employed in the medical group and independent/community based, and partners with them to identify opportunities for growth and collaboration.

  • Understands, fosters and contributes value to the development of both Critical and Strategic Relationships necessary for the effective delivery of Health Care served by each Ministry, and strengthens and enhances performance within Maryland’s longstanding Medicare Waiver Program.

  • With a focus on population health and health outcomes, ensures that care management and community health and well-being activities are linked across the full continuum to include the development of innovative business approaches and care management models, that also address underlying social determinants of health.

  • Creates an organizational culture that celebrates diversity and a community of engaged and committed persons serving the healing ministry with focus on competencies that support values of respect, social justice, care of the poor and underserved, compassion and excellence.

  • Ensures effective governance, maintains a participative management process and engaged organizational climate that develops and maintains talent and inclusiveness within the Ministries and throughout the region.

  • Providing advice, guidance and leadership to executive leaders and peers in developing strategies and in the achievement of performance goals.

  • Provides executive leadership and directly supervises RHM leaders ensuring the achievement of financial, operational and strategic plans and geographic diversificationwith a focus on excellence in people-centered care in a variety of delivery settings.

  • Leads and develops community engagement/outreach opportunities.

  • Growing non-hospital/non-SNF segments through organic and partnership/acquisitive growth,

  • Leverage revenue potential through state and regional integration opportunities.

  • Increased physician networks and geographic reach.

Strategic Support & Accountability

  • Responsible for state and regional integration including service line development and performance excellence.

  • Operate as a fully integrated system through realized efficiencies and synergies system-wide.

  • Accountable for the selection, evaluation and overall success of the senior leadership teams within the market.

Operational Delivery

  • Contributes to the development and implementation of integrated clinical service delivery platforms within assigned RHM and ensures integration and alignment within the region.

  • Champions physician alignment strategies that lead to growth within the RHM and regional affiliations.

  • Ensures the coordination of actions and realization of service efficiencies that drive increased quality and responsiveness to marketplace needs within RHM.

  • Maintains a working knowledge of applicable Federal, state & local laws/regulations, Trinity Health Integrity & Compliance Program & Code of conduct, as well as other policies & procedures in order to ensure adherence in a manner that reflects honest, ethical & professional behavior.

Minimum Qualifications

Must possess a thorough knowledge of healthcare management principles and techniques as normally obtained through a Master's Degree in Health Administration or a related field and a minimum of ten (10) years of management experience, to include but not limited to experience as the Chief Operating Officer and/or President/Chief Executive Officer of an integrated health care entity.
