Functional Role (not inclusive of titles or advancement career progression)
The Tier 2 Benefits Administrator delivers a seamless and supportive colleague experience by independently managing a wide range of moderately complex benefit transactions and lifeeventbased changes with accuracy, empathy, and strong attention to detail. This role provides clear guidance during key employment and personal milestones, ensures compliance with organizational and regulatory requirements, and maintains high standards of documentation and service. With strong technical proficiency and the ability to navigate evolving systems and workflows, the Benefits Administrator consistently contributes to operational excellence, continuous improvement, and a trusted, highquality benefits experience across the organization.
Delivering the Colleague Experience
- Deliver an exceptional colleague experience through high-quality, reverent, courteous, and empathetic service, reflecting our commitment to the organization’s mission & values and ensuring colleagues feel genuinely valued and respected through case management and phone interactions as appliable.
- Provide case resolution, while maintaining SLA standards for colleague inquiries where applicable.
- Utilizes case management technology to accurately track and log issues and notes for cases assigned under stringent Legal Department requirements
- Respond to HR inquiries related to benefits administration, HRIS systems, and policy interpretation with accurate and complete information using knowledge of HRIS processes and understanding of downstream impact of transactions to benefits, pay and other areas.
- Provide excellent judgement and discernment for supporting escalations.
- Provide excellent colleague experience by supporting warm transfers/direct colleague-leader connections
Continuous Learning and Process Improvement
- Identify opportunities for process enhancements and contribute to the development and implementation of improvements
- Engage in ongoing learning and development to stay current with HR policies, systems, and best practices.
- Maintain collaborative relationships with health ministry partners and Centers of Expertise (COE) to support business objectives and facilitate efficient management of assignments.
- Demonstrate flexibility by learning new systems, following updated workflows, and helping peers through transitions.
- Manage complex cases, mentor peers, contribute to process improvements, contribute to continuous improvement efforts and support cross functional work
Benefits Administration
- Manage and resolve moderately complex benefit events independently, ensuring accuracy, compliance, and a positive colleague experience.
- Administer qualifying life events including birth, adoption, guardianship, marriage, divorce, legal separation, and dissolution of partnership.
- Process employment driven benefit actions such as new hire/rehire onboarding, full-time/part-time transitions, all dependent document processing, movement to per diem or contingent roles, open enrollment, and RHMtoRHM transfers.
- Oversee eligibility-related cases driven by employment changes for colleagues or dependents, including gain/loss of eligibility.
- Execute ACA initial eligibility and enrollment assessments, and manage verification requests (QMCSO, HIPPA).
- Support specialized cases including LOA 365 benefit handling and adoption reimbursement.
- Support Open Enrollment planning, playbooks, and processing. Respond to Open Enrollment appeals and ensure adherence to plan rules and regulatory requirements.
- Maintain consistent communication with ministries, boards, vendors, and internal partners to support timely resolution and highquality outcomes.
- Support Paid Time Off business processes including during EOR/MTA, for benefits PTO eligibility, PTO payouts, union PTO related processes, medical waves, cash outs, and includes employee transitions for promotions/demotions, transfers, add/end job transactions, deceased colleague processing, PTO EIB creation/review/load.
Technical, Analytical & Service Excellence
- Apply advanced knowledge of Workday benefits administration and HRIS processes to complete transactions and evaluate downstream impacts.
- Document all case activity with precision, ensuring compliance, continuity, and clear collaboration across teams.
- Utilize intermediate Excel skills to analyze data, validate accuracy, and support informed decision-making.
- Communicate with professionalism, clarity, and empathy to support colleagues, de-escalate concerns, and build trust.
- Demonstrate strong critical thinking and judgment in resolving escalations and navigating complex or nuanced benefit situations.
- Accountable for meeting or exceeding SLA, KPI, and productivity expectations.
- Serve as a peer resource by providing training, shadowing, and guidance on benefit transactions and processes.
Minimum Qualifications
- Bachelor's Degree or equivalent years of experience
- Equivalent years of experience to include 2- 3 years of previous benefits or shared services related experience
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Working knowledge of HRIS or direct Workday experience
- Additional Qualifications (nice to have)
- A CEBS, HCI, or PHR, SHRM-CP certification is preferred
- Familiarity with vendor management, UKG, and case management systems
** Hourly pay range: $25.02 - $37.53
