Local salary scales apply.\nAbout the role\nHelp prepare MSF teams to respond when emergencies strike.\nMSF's humanitarian and emergency work requires an array of skills, knowledge, and attitudes that enable MSF to respond quickly, appropriately, and effectively individually, as a team, and as an organization. As the Ops Learning & Development (L&D) Advisor at MSF Operational Centre Amsterdam (OCA), you will play a key role in ensuring that our organizational learning solutions are fit for this purpose and that our staff are equipped to meet these challenges.\nBuilding on your experience and engagement with multiple stakeholders, you will help develop, shape, and implement the learning strategy for the operational department, with a special focus on learning and development in Access, Security, Edesk, Humanitarian Affairs, and Operational Management. You will assess and turn learning needs into practical, high-quality agile solutions that strengthen individual, team, and organizational capabilities to manage and respond to emergencies according to their specific specialization.\nYou will join and be part of a culturally diverse Learning Solutions team, reporting to the Learning Solutions Coordinator. You will collaborate with three L&D Advisors responsible for different portfolios, two instructional designers, and four L&D Officers, as well as colleagues across Talent & Learning and the Operational Department.\nThis is an opportunity to combine strategic thinking, project management, innovative and agile learning design abilities, and advanced facilitation skills with a direct contribution to and affiliation with MSF’s humanitarian mission.\nIn this role, you will\nShape the learning agenda\nDevelop and implement learning strategies and solutions aligned with the Operations department priorities and MSF’s strategic objectives.\nAct as the primary L&D advisor to the Ops department, helping teams identify capability gaps and determine the most effective learning approaches.\nConduct rapid learning needs analyses, tailor pathways, and develop relevant learning solutions.\nPromote alignment and coherence across learning initiatives intersectionally within MSF.\nDesign and deliver impactful learning\nLead the design, development, and continuous improvement of learning solutions, working with subject matter experts and internal partners.\nCoordinate course delivery, in-country training deployment, and the creation and curation of learning content.\nManage multiple projects simultaneously, ensuring activities are delivered effectively and meet agreed objectives.\nEvaluate, plan and improve\nCoordinate annual planning, prioritization, and budgeting for learning activities and projects.\nMonitor and evaluate the effectiveness and impact of learning solutions, using MEAL approaches to inform future improvements.\nBuild strong partnerships across teams to ensure learning initiatives respond to operational realities and evolving needs.\nWhat you bring\nRequired\nA degree in Learning & Development, Education, Human Resources, Organizational Development, Humanitarian Studies, or related fields.\nAt least 3 years of L&D experience, including advising stakeholders and designing, coordinating, and evaluating learning solutions.\nAt least 3 years of operational experience working in a humanitarian context.\nProject management experience, including budget management, planning, stakeholder coordination, and MEAL implementation.\nExperience identifying learning needs and translating them into practical solutions in collaboration with internal experts.\nFluency in English.\nAn advantage\nKnowledge of French, Arabic, and/or another MSF working language.\nExperience working with technical or operational profiles, such as Emergency Management, Security, Negotiation, MedOps, Logistics, HR, or Supply.\nExperience with Learning Management Systems (LMS).\nFamiliarity with a variety of monitoring, evaluation, accountability, and learning (MEAL) approaches applied to learning interventions.\nAdvanced excel or programming experience.\nHow you work matters, too. You communicate clearly, build trusted relationships, and translate complex needs into practical, high-quality results.\nWhat we offer\nA fixed-term, 1 year contract with renewal option.\nSalary (Amsterdam): Between € 3.743 and € 5.153 gross/month (40 hours/week).
