The Infrastructure Automation Engineering Manager is a player-coach people leader who builds, leads, and grows a team of automation engineers delivering production-grade infrastructure automation in a regulated financial services environment. The role carries two accountabilities at once: the health, growth, and performance of the engineers on the team, and the reliability of what the team ships across on-premises environments. This manager stays close enough to the work to review a design, question an approach, and unblock an engineer.

Teams may be responsible for infrastructure-as-code, configuration management, CI/CD pipelines, orchestration workflows, self-service platform services, automated testing, policy-as-code controls, compliance automation, operational governance, and engineering reliability initiatives. The manager is accountable for building a high-performing engineering team, ensuring delivery excellence, maintaining engineering standards, and enabling the adoption of scalable automation solutions that improve operational efficiency, resiliency, and risk management across on-premises environments.

Equally important to management craft is an orientation toward continuous learning and adaptive thinking. This role demands a high curiosity quotient and a non-negotiable growth mindset: the manager actively seeks feedback, owns their development gaps, and builds a team culture where questions are asked early, incidents are learned from without blame, and complexity is treated as an invitation rather than a barrier. A manager sets the learning culture their engineers inherit, and this role is expected to model it visibly.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Manages and directs a software engineering team, overseeing day-to-day operations and ensuring delivery of high-quality, scalable software solutions.

2. Plans, prioritizes, and allocates resources to meet short-term operational goals and project deadlines within the software engineering area.

3. Develops and enforces software engineering standards, best practices, and governance to maintain code quality and compliance.

4. Collaborates with cross-functional teams including architecture, analytics, and security to deliver integrated technology solutions.

5. Oversees the design, development, testing, and maintenance of software applications that meet business and user needs.

6. Mentors and coaches team members to enhance technical skills, career growth, and performance.

7. Reviews and approves technical designs, code, and documentation to ensure adherence to standards and project requirements.

8. Identifies and mitigates risks related to software development and delivery, ensuring reliable and secure solutions.

9. Drives continuous improvement initiatives in engineering processes, tools, and methodologies.

10. Communicates team progress, challenges, and achievements to senior management and stakeholders.

Qualifications

Required Qualifications:

1. Bachelor’s degree in Computer Science, Software Engineering, or a related technical field, or equivalent practical experience.

2. A minimum of 5 years of professional software engineering experience, including team leadership or supervisory responsibilities.

Preferred Qualifications:

- Experience delivering in a regulated industry (financial services, healthcare, insurance, or equivalent) where change control, audit trails, and examination readiness constrain how software ships

- Experience leading or working daily with globally distributed engineering teams across time zones

- Hiring and performance management fundamentals: structured interviewing, calibrated feedback, development planning, and the willingness to make hard calls on performance

- Agile delivery management: sprint planning, backlog hygiene, and flow metrics (cycle time, change failure rate, time to recover) used as improvement tools rather than scorecards

- Written communication strong enough to run an engineering team across time zones: decisions, handoffs, and status that hold up without a meeting

- Hands-on background in the team’s core stack, current enough to review work credibly: Terraform and Ansible, Python or PowerShell scripting, Git-based workflows, and CI/CD pipelines (GitHub Actions, GitLab CI, Jenkins, or Azure DevOps)

- Working knowledge of hybrid infrastructure: at least one major cloud (AWS, Azure, or GCP) plus on-premises virtualization (vSphere/ESXi, Nutanix AHV, or Hyper-V)

- Working understanding of policy-as-code (OPA/Gatekeeper, Sentinel, Kyverno) and secrets management (Vault or cloud-native equivalents), and why both are engineering disciplines rather than after-the-fact compliance gates

- Familiarity with orchestration and ITSM integration (ServiceNow ITOM, event-driven automation, CMDB) sufficient to manage delivery against them

- Working understanding of how LLM-assisted and agentic automation behaves in production: failure modes, evaluation, cost profiles, and the guardrails that keep agent-initiated changes safe

- Experience managing, or shipping as a senior IC, at least one AI-assisted capability through to production, including the operational questions that prototypes do not reveal

- Fluency with AI governance concepts (NIST AI RMF, model risk management basics) sufficient to manage compliance-ready delivery without owning the risk framework

- Experience standing up or scaling a team in a Global Capability Center or offshore engineering hub, including the early mechanics of onboarding, knowledge transfer, and earning delivery trust

- Prior Lead- or Staff-level individual contributor experience in automation or platform engineering

- Experience delivering an internal developer platform or self-service portal (Backstage or equivalent), treating internal engineers as customers of the platform

- Experience with NIST CSF 2.0 or the FFIEC IT Examination Handbooks as working constraints on delivery

- AWS, Azure, Google Cloud, or HashiCorp certifications; formal management or leadership training

- Experience partnering in a product operating model

The annual base salary for this position for the State of Virginia is $125K-$169K
