Employment is contingent on being able to pass and secure a Public Trust background check*\nResponsibilities:\nPMO Strategy & GovernanceEstablish and lead the PMO framework, governance model, and operating structure for major aviation and infrastructure programs.\nDefine standards, processes, and controls across cost, schedule, risk, change, reporting, and document management.\nEnsure alignment with client requirements, federal guidelines, and Turner & Townsend best practices.\n\nProgram Controls LeadershipOversee integrated program controls, including cost management, scheduling, risk management, and performance reporting.\nEnsure consistency and accuracy of program data, baselines, forecasts, and KPIs.\nLead development of program dashboards, executive reports, and performance insights.\n\nRisk, Change, and Decision SupportDirect the program’s risk management framework, including identification, quantification, mitigation, and reporting.\nLead the change management process, ensuring disciplined evaluation, approval, and integration of changes.\nProvide scenario analysis, decision support, and strategic recommendations to client leadership.\n\nStakeholder Engagement & Executive InterfaceServe as the primary PMO representative to client executives, governance boards, and delivery partners.\nPresent program performance, risks, and strategic insights in clear, concise executive formats.\nFacilitate alignment across design, construction, commercial, and operational teams.\n\nTeam Leadership & Capability DevelopmentLead and mentor a multidisciplinary PMO team across controls, reporting, governance, and analytics.\nBuild capability within the PMO through training, coaching, and continuous improvement.\nFoster a culture of accountability, transparency, and high performance.\n\nSubject Matter Expertise\nStrategic thinker with the ability to shape and lead a high-performing PMO.\nStrong executive presence and communication skills.\nAbility to drive alignment across complex stakeholder groups.\nHigh judgment, analytical rigor, and a solutions-oriented mindset.\nCommitment to Turner & Townsend’s values of excellence, integrity, and client partnership.\n 12+ years of experience in program management, PMO leadership, or program controls for major capital programs.\nProven experience in aviation, transportation, or large infrastructure delivery.\nStrong expertise in governance, program controls, reporting, and risk/change management.\nDemonstrated ability to lead cross-functional teams and influence senior stakeholders.\nExceptional communication skills with the ability to present to executive audiences.\nPreferred Experience:\nExperience with airport authorities, FAA programs, or federal capital delivery.\nBackground in design-build, CMAR, progressive design-build, or multi-prime delivery environments.\nFamiliarity with enterprise PMO systems, cost management platforms, and scheduling tools.\nProfessional certifications such as PMP, PgMP, CCP, PSP, or equivalent.\nPer client requirements, only US citizens may be considered for this opportunity.\n *On-site presence and requirements may change depending on our client's needs*\nSOX control responsibilities may be part of this role, which are to be adhered to where applicable.\nOur inspired people share our vision and mission.
