Turner & Townsend and CBRE work together to provide clients with the premier programme, project and cost management offering in markets around the world.\nPlease visit our website: www.turnerandtownsend.com\n Project Leadership & Strategy\nDevelop and implement commissioning strategies and commissioning master plans for project execution.\nDevelop qualification and validation strategies, including the Validation Master Plan (VMP).\nLead CQV planning and execution activities across process, utility, facility, and automation systems.\nProvide CQV leadership and technical guidance to project stakeholders throughout the project lifecycle.\nCommissioning & Qualification Execution\nDevelop commissioning plans for all systems.\nPrepare and review qualification and verification protocols and associated documentation.\nEstablish system boundaries and interdependency matrices to support efficient project execution.\nParticipate in Factory Acceptance Tests (FATs), Site Acceptance Tests (SATs), system walkdowns, and turnover activities.\nReview and approve system turnover packages from construction.\nSupport field execution of commissioning, qualification, and verification activities.\nCross-Functional Collaboration\nCollaborate closely with Engineering, Process, Automation, Construction, Quality, and Operations teams to ensure coordinated project delivery.\nCoordinate system handover sequences between construction and commissioning teams.\nWork with Quality teams to ensure compliance with applicable quality and regulatory standards.\nSupport operational readiness activities and ensure smooth handover to manufacturing operations.\nTeam Management\nBuild and lead a CQV team responsible for planning, protocol development, testing, and field execution.\nProvide coaching, mentoring, and technical guidance to CQV personnel.\nManage external contractors and service providers supporting CQV execution where applicable.\nProject Controls & Compliance\nSupport project scheduling, resource planning, and cost estimation activities.\nImplement systems to monitor CQV progress, performance metrics, and project KPIs.\nEnsure Environmental, Health, Safety and Sustainability (EHS&S) requirements are incorporated into all CQV activities.\nSupport procurement and contracting strategies related to equipment, skids, modular systems, and off-site fabrication.\nStartup & Operational Readiness\nPartner with site operations teams to support operator training and readiness programs.\nFacilitate efficient handover of systems to operations.\nSupport facility startup, qualification completion, and production readiness activities.\n Education\nBachelor's Degree in Engineering, Pharmaceutical Sciences, Life Sciences, or a related technical discipline.\nExperience\nMinimum 15 years of CQV experience supporting large-scale pharmaceutical, biopharmaceutical, or life sciences capital projects.\nProven experience leading CQV execution on major greenfield pharmaceutical manufacturing projects.\nDemonstrated experience serving as part of a senior project leadership team.\nStrong experience managing commissioning, qualification, and startup activities for GMP-regulated facilities.\nExperience working on large pharmaceutical capital projects in Singapore is highly desirable.\nTechnical Expertise\nStrong knowledge of GMP requirements and industry standards including FDA, EMA, ISPE, ASTM, and GAMP guidance.\nExtensive experience with process equipment, clean utilities, facilities, automation systems, and manufacturing operations.\nStrong understanding of validation lifecycle management and CQV best practices.\nSkills & Competencies\nOutstanding leadership and stakeholder management capabilities.\nStrong project management, planning, and execution skills.\nExcellent communication and collaboration skills.\nProven ability to lead multidisciplinary teams in complex project environments.\nStrong problem-solving and decision-making ability.\nAdditional Requirements\nWillingness to travel internationally as required for project execution, supplier visits, FATs, and startup activities.\nAbility to relocate to Singapore for the duration of the project assignment.\nExperience supporting facility startup and operational handover in a regulated manufacturing environment is highly preferred.\n Our inspired people share our vision and mission.
