Turner & Townsend and CBRE work together to provide clients with the premier program, project and cost management offering in markets around the world.\n Turner & Townsend Heery is seeking an experienced Environmental and Solid Waste Project Manager to provide project management and program support for the Charles County Department of Public Works on a diverse portfolio of environmental, solid waste, water resources, civil infrastructure, and related capital improvement projects.\nThe Project Manager will support projects throughout the project life cycle, from planning and feasibility through design, permitting, procurement, construction, commissioning, and closeout. The position will work closely with County staff, engineering consultants, contractors, regulatory agencies, and other stakeholders to ensure projects are effectively coordinated and delivered in accordance with established scope, schedule, budget, quality, safety, and regulatory requirements.\nThe ideal candidate will have experience managing environmental or solid waste infrastructure projects and be comfortable working in both office and field environments.\nKey Responsibilities\nManage multiple environmental, solid waste, civil infrastructure, and related capital projects concurrently.\nProvide project management and owner's representative services throughout planning, design, permitting, procurement, construction, and closeout.\nDevelop, maintain, and monitor project schedules, budgets, scopes, action-item logs, risk registers, and project documentation.\nCoordinate with County departments, consulting engineers, contractors, regulatory agencies, utility providers, and other stakeholders.\nReview and coordinate engineering designs, technical reports, specifications, cost estimates, schedules, permitting documents, and other project deliverables.\nMonitor project progress and identify potential impacts to scope, schedule, cost, quality, and regulatory compliance.\nIdentify project risks, issues, constraints, and opportunities and coordinate appropriate mitigation or resolution strategies.\nSupport permitting and regulatory compliance activities associated with environmental and infrastructure projects.\nAssist with procurement, bidding, contract administration, and contractor selection activities.\nMonitor consultant and contractor performance and coordinate resolution of project issues.\nTrack project expenditures, commitments, forecasts, change orders, and overall budget performance.\nPrepare project status reports, presentations, meeting agendas and minutes, correspondence, dashboards, and other management-level documentation.\nFacilitate project meetings and maintain clear and timely communication among project stakeholders.\nCoordinate project activities across multiple County departments and maintain continuity as projects transition between planning, design, procurement, construction, and closeout.\nAssist with project commissioning, startup, closeout, record documentation, warranties, and lessons learned.\nProvide technical and management support for emerging projects and initiatives as assigned by the County.\nPerform other project management duties as assigned.\nAreas of Project Experience\nExperience in one or more of the following areas is desirable:\nSolid waste management and infrastructure.\nLandfill development, expansion, closure, and remediation.\nRecycling and materials recovery facilities.\nCitizen disposal facilities.\nComposting and organics management facilities.\nEnvironmental remediation and restoration.\nDams, flood-control infrastructure, and water resources.\nDredging and sediment management.\nStormwater and drainage infrastructure.\nWater and wastewater infrastructure.\nEnvironmental permitting and regulatory compliance.\nPublic works and municipal capital improvement programs.\nOther environmental or infrastructure-related capital projects.\n Bachelor's degree in Civil Engineering, Environmental Engineering, Construction Management, Environmental Science, or a related field.\nMinimum 7 years of relevant project management experience, preferably involving environmental, solid waste, civil infrastructure, public works, or construction projects.\nDemonstrated experience managing projects through multiple phases, including planning, design, permitting, procurement, construction, and closeout.\nExperience coordinating engineering consultants, contractors, government agencies, and other project stakeholders.\nStrong understanding of project scope, schedule, budget, risk, quality, and change management.\nAbility to review and interpret engineering drawings, specifications, technical reports, cost estimates, schedules, and other project documentation.\nExcellent written and verbal communication skills.\nStrong organizational skills and the ability to manage multiple projects and competing priorities.\nProficiency with Microsoft Office applications, including Word, Excel, and PowerPoint. Experience with Microsoft Project or other project scheduling software is preferred.\nAbility to work independently while also functioning effectively within a multidisciplinary project team.\nPreferred Qualifications\nProfessional certification or license such as PE, PMP, CCM, or similar.\nExperience with municipal, County, State, or other public-sector capital improvement programs.\nExperience with environmental permitting and regulatory agencies, particularly in Maryland.\nExperience with landfill, solid waste, recycling, environmental, or water resources projects.\nConstruction management or owner's representative experience.\nExperience managing projects involving multiple consultants and contractors.\nFamiliarity with public procurement, construction contracts, change management, and payment processes.\nExperience with project controls, cost estimating, scheduling, and risk management.\nIdeal Candidate\nThe ideal candidate is a hands-on, organized, and collaborative project manager who can effectively coordinate technical, environmental, construction, regulatory, and administrative requirements.\nThe successful candidate will be comfortable communicating with engineers, environmental professionals, contractors, regulatory agencies, County leadership, and field personnel. The individual should be able to identify issues early, coordinate solutions, maintain project momentum, and provide clear and concise information to County stakeholders and senior management.\nCandidates with strong project management experience in environmental, solid waste, landfill, water resources, civil infrastructure, or related public works projects are encouraged to apply. Experience in every listed discipline is not required.\nWork Environment\nThe position will involve a combination of office, field, construction site, landfill, and other project locations throughout Charles County.
