The PE also performs functional and timeline analysis, detail trade studies, and requirements interface definition studies to translate customer requirements into systems specifications. Requirement analyses are performed at all levels of total system product to include: concept, design, fabrication, test, certification, installation, operation, maintenance, and disposal. The PE is responsible for ensuring the logistical and systematic conversion of customer or product requirements into total system solutions that acknowledge technical, schedule and cost constraints. The PE is responsible for the planning and technical execution of the engineering content of an assigned project. The PE plans, schedules, and manages the Engineering content on projects for new product development along with sustaining and upgrade projects for existing products. New product development includes projects that are solely designed in-house as well as those that are co-developed using other Elbit Systems companies or external suppliers and contractors. The PE is the liaison between the Program Management Office (PMO) and the engineering team assigned to the project. The PE is responsible for performing the technical management activity in accordance with standard Engineering practices and policies.\nResponsibilities and Tasks\nRESPONSIBILITIES\nDevelop and maintain Engineering project plans on assigned Programs in new product development or sustainment of existing projects.\nPerform requirements management using tools such as DOORS.\nestablish timelines, budgets/estimates and secure support/buy-in from functional and senior management\nConceptualize, analyze, design, and oversee semi-complex systems level architecture design.\nLead teams and facilitate the communication and interaction amongst the functional representatives; develop cross functional teams to assure proper engineering discipline representation on a task Perform requirements analysis and allocations.\nIdentify roadblocks and bottlenecks to project execution and determine a course of action to eliminate or avoid them; develop and implement recovery plans for off schedule and unanticipated events\nCommunicate with the Engineering resources to ensure that specific tasks assigned to them are progressing at the required completion rate\nEscalate engineering issues to the appropriate level of management for which the engineering team cannot reach consensus.\nMaintain action item lists\nConduct project reviews as required; present detailed plan status to senior management as required Is responsible for representing project execution issues in stakeholder or customer discussions.\nCreate procedures for carrying out various systems engineering tasks.\nPerform systems integration tasks.\nAssist with verification and validation tasks.\nFollow internal systems engineering procedures for carrying out various SE responsibilities.\nOther related duties assigned by supervisor.\nKnowledge (Education/License/Certification, Prior Experience)\nBachelor’s Degree in engineering or equivalent technical discipline with a minimum of 5 years of related Project Engineering Management and Systems Engineering experience to be proficient in the above areas or an equivalent combination of education and experience.\n- Requires a working knowledge of engineering processes related to Systems Engineering, Electrical Engineering or Mechanical Engineering.\n- Proficient with MS Office including Microsoft Project and associated applications is needed.\n- Systems level block diagram capture tools such as Visio.\n- Other related systems engineering tools.\nPREFERRED REQUIREMENTS\n- Project Management Professional (PMP) exposure or certification a plus\n- Requirements Management Tools (DOORs or other similar relational data bases)\nSkills and Abilities\nSKILLS/ATTRIBUTES\n- Must be a strong communicator, both verbally and in writing\n- Must have demonstrated ability to negotiate with individuals, functions, senior management and suppliers\n- Need to be skilled to motivate and facilitate individuals and teams\n- Need to be a strong problem solver, able to differentiate the importance from the urgent and prioritize activities\n- Must have demonstrated strong leadership at a Program level\nTravel/Physical Requirements\nThis position will be based in Merrimack, NH with occasional travel
