Come join our team!\nZantech IT Services seeks a Program Manager to lead the Platform Agility and Capability Enhancement (PACE) task order supporting U.S. Customs and Border Protection (CBP) onsite in Ashburn, VA.\nAbout the Role\nPACE supports CBP's multi-cloud environment across four task areas: Chief Data Officer support, Infrastructure Modernization Strategy, Enterprise Cloud Schedule Management, and Operational Technology (OpsTech). The Program Manager owns delivery, staffing, quality, and client relationships across all four, and sits within the OpsTech task area at Ashburn.\nThis is a program management and cloud governance role. The Program Manager coordinates with the CBP Cloud Architecture Branch and with technical staff on the team; the role does not perform hands-on cloud engineering, development, or solution design. The PM must be fluent enough in cloud architecture to brief executives, evaluate technical recommendations, and hold the team accountable for technically sound work.\nKey Responsibilities\nProgram and contract management\nServe as the Key Personnel Program Manager, accountable for schedule, cost, staffing, and quality across all four PACE task areas.\nAct as primary liaison to the CO, COR, and Program Office points of contact; interface with senior OIT leadership.\nImplement quality controls, metrics, and measures that confirm services are delivered as the Statement of Work requires.\nFormulate and review task plans and deliverables with CBP and team leads, then drive execution against approved plans.\nProduce and deliver the Weekly Status Report (every Monday), the Monthly Status Report, and the risk register; lead the monthly COR and stakeholder meeting.\nCoordinate subcontractor staff and task leads in a multi-company team.\nMaintain transition-in and transition-out plans, including the Transition Out Plan due 90 days before task order expiration.\nStaffing and onboarding\nManage the personnel management system: CBP Background Investigation (BI) package submissions, start-date coordination with the COR, and staff equipment tracking.\nPlan for BI timelines in every staffing decision; no one onboards without a favorable BI.\nConfirm all staff complete CBP mandatory training and are trained on required tools and processes.\nOpsTech governance and executive communications\nApply agile principles to coordinate OpsTech program activities, knowledge management, risks, and issues.\nPrepare executive briefings, talking points, and communication plans for ISS stakeholders, including ECSD, OpsTech, and the Infrastructure DAC.\nSupport engagement with executive audiences such as Executive Assistant Commissioners, the COO, and the Resource Management Council, through products like the Quarterly Cloud Migration Briefing and PACE Biweekly Program Report.\nOversee Power BI dashboard delivery, including the Cloud Schedule Dashboard and OpsTech Centralized Repository, holding the team to monthly and biweekly update cycles.\nProvide strategic planning support on industry trends, emerging technology integration, and cloud governance best practices.\nRequired Experience or Knowledge of the following technologies/functions:\nMinimum 10 years of total professional experience, including at least 4 years of high-level project or program management, preferably on technical solution delivery.\nDemonstrated experience communicating with and briefing senior levels of a customer organization.\nExperience meeting with customer and contractor personnel to build and review task plans and deliverables, then executing them to approved plans.\nExperience managing cross-functional teams in a highly collaborative environment.\nExperience managing technology requirements and rapid-response tasking.\nRequired Education/Certifications:\nEducation Preferred: \nBachelor’s degree (BA/BS)\nBachelor’s degree in Business Administration, Information Systems, or a related field\nCertifications Required: \nCurrent Project Management Professional (PMP) and/or Program Management Professional (PgMP) from PMI.\nCurrent cloud solution architecture certification from a FedRAMP-authorized cloud service provider, such as AWS Certified Solutions Architect (Associate or Professional) or Microsoft Certified: Azure Solutions Architect Expert.\nRequired Security Clearance:\nUS Citizenship and the ability to obtain and maintain an active Secret or higher clearance, per contract requirements.\n“Outstanding Performance…Always!”\nOur corporate motto represents our commitment to build long-term relationships with both our clients and our employees by providing the highest quality service in everything we do.
