Facilities Engineer

MAIN JOB PURPOSE

Reporting to the Facilities and Maintenance Manager, the Facilities Engineer leads the operation and maintenance of site facilities to ensure safe, reliable, compliant, and cost-effective support services to the factory.

KEY ACCOUNTABILITIES

• Building maintenance and repair (including repainting and upkeep of civil/architectural assets)
• Office maintenance (lighting and Air Conditioning Unit maintenance and repair) and shared services maintenance (e.g., clinic, canteen, gym, and similar support facilities)
• Fire Detection and Alarm System (FDAS) and fire protection systems; perimeter security detection systems (CCTV)
• Third-party contractor leadership for grounds and drainage maintenance (quality, safety, and on-time delivery)
• Medium Voltage (MV) electrical operation and maintenance, including energy monitoring and analysis, energy forecasting, energy loss analysis, annual maintenance planning, and driving energy efficiency programs to deliver electricity reduction targets
• Primary site contact for Solar PV operation and maintenance; operation of the earthquake recording instrument
• Site subject matter expert (SME) and factory trainer for thermal imaging (thermography), including execution of thermal imaging predictive maintenance for facilities and electrical distribution assets
• Support facilities cost control by tracking spend versus budget for assigned scope, supporting PR/PO processing, and providing timely variance explanations.
• Execute assigned facilities and MV maintenance plans and escalate systemic risks, recurring failures, and compliance gaps to the Facilities and Maintenance Manager for governance and resourcing decisions.
• The Facilities Engineer DOES NOT have any direct reports but may be appointed to handle contractors or engineering service providers for specific activities.

KPI

• Electricity Reduction Target (as defined in site energy target/KPI cascade)
• Facilities maintenance within budget (plan vs actual; within allocated budget for assigned facilities scope)
• 98% PM Compliance for all facilities equipment (on-time completion vs plan, per CMMS)

ROLES AND RESPONSIBILITIES

Safety and Quality

• Ensure compliance to Safety and Occupational Health procedures (i.e., use of proper PPEs and reporting of unsafe acts and conditions through SBO, etc.)
• Ensure compliance to environmental policy (i.e., proper waste segregation and water and energy conservation, etc.)
• Ensure compliance to GMP and HACCP (i.e., proper hygiene and proper wearing uniforms, etc.)

• Participates in QBO (Quality Behaviours Observation) program
• Follow prescribed work procedures and company safety rules and regulations

Maintenance

• Perform diagnostic, troubleshooting, and repair of electrical systems such as:
  • MCCs/Electrical Substation
• Substation equipment such as:
  • Power Transformer
  • Medium Voltage Switch Gear
  • Load Break Switch (RMU)
  • Power Control Center (PCC)
  • Capacitor Bank
  • Harmonic Filter
  • Uninterruptible Power Supply (UPS)
  • Building/industrial Wiring
  • Distribution panels
  • Motor Control Centers
• Install, troubleshoot, repair, and maintain facility electrical and building services systems/equipment (simple to complex), ensuring compliance and readiness of critical facilities and safety systems.
  • Motor controls and protection devices for facility equipment (e.g., pumps, fans, AHUs)
  • Building lighting and small power systems
  • ACUs (preventive maintenance, troubleshooting, and coordination with service providers)
  • Closed Circuit Television (CCTV) and supporting components
  • Fire Detection and Alarm System (FDAS)
  • Fire suppression systems (including interfaces such as fire pumps/controls, where applicable)
  • Earthquake/structural monitoring instruments (as applicable)
  • Perimeter lighting and grounds/perimeter systems (as applicable)
  • Generator
• Support the Facilities and Maintenance Manager in handling contractors/service providers for medium-scale facilities repair and maintenance activities and minor projects.
• Execute assigned facilities and MV maintenance plans and escalate systemic risks, recurring failures, and compliance gaps to the Facilities and Maintenance Manager for governance and resourcing decisions.
• Prepare work instructions, perform site inspections, monitor activities and check quality of workmanship at site.
• Support the Facilities and Maintenance Manager in facility electrical safety and compliance audits (e.g., statutory checks and site electrical safety standards) and in executing corrective actions.
• Prepare work order
• Completion of Emergency Work Order (EWO)
• Prepare and organize documentation requirements for Repairs and Maintenance of the following: Wiring diagrams, P&IDs, Procedures for operation and maintenance, Equipment/spares list, Repairs and Maintenance reports, Visual controls, Test and calibration reports, and other documents necessary for R&M.
• Designated as Authorized Person. A person who has been appointed in writing by a Senior Authorised Person to carry out specified duties. According to level of authorisation, this may include authority to issue and cancel specified safety documents.
• Carry out high voltage switching activities, as appointed/authorized and in accordance with approved safety rules and switching procedures.
• Switching or tripping of high voltage apparatus under emergency conditions and carry out routine duties in substation
• Isolation of high voltage equipment and carry out testing of high voltage testing using approved testing equipment
• Earthing on high voltage equipment
• Designated as ERT (Emergency Response Team)
• Operational Excellence: support facilities reliability and availability by executing planned maintenance, responding to breakdowns, and implementing corrective and preventive actions to avoid recurrence.
• Collaborate with other technicians to troubleshoot issues and restore equipment/service availability.
• Maintain log sheets and prepare reports, highlighting observations, defects, and recommendations.
• Can act as person-in-charge for activities they are competent in, in the absence of their line manager.

Admin

• Compliance to company COBP, CR&R
• Compliance to the GMP and GHK rules of the plant

Focused Improvement

• Participates in Focused Improvement activities
• Executes agreed Focused Improvement actions
• Raises improvement activities (OFI) and OPL
• Validates results and effectiveness of Focused Improvement activities via real time observations

Maintenance

• Perform routine activities such as operation, troubleshooting, repairs, and maintenance and ensure that facilities assets and services are available to support safe and continuous production.
• Thermal Imaging (Thermography): conduct predictive maintenance for facility equipment and electrical distribution assets, analyze findings, recommend corrective actions, maintain trends, and serve as the site SME/trainer.
• Perform preventive and autonomous maintenance task, including CILT, based on the calendar given by the maintenance planner
• Participates in the EWO (emergency work order) filling up and execution of actions that relates to prevent any similar breakdown

Digital

• Proficient in using smartphones/tablets for CMMS, checklists, and reporting.
• Learn and adapt to digital tools as required by the Company
• Use site digital tools (e.g., CMMS/work order systems and basic monitoring dashboards) to document work execution, track defects, and support analysis for facilities reliability improvement.

Manning

• Participates in trainings and other ad hoc activities as required by the Company

KNOWLEDGE AND SKILLS REQUIRE D

• Diploma in Mechanical, Electrical, Instrumentation, Electronics Engineering or any technical course relevant to stated functions
• Preferably with Registered Electrical Engineer (REE) / Registered Master Electrician (RME) License
• Knowledge of facilities systems such as MV/LV electrical distribution, building services, HVAC, fire detection/protection systems, and security systems (CCTV)
• Knows how to analyze systems and make recommendations for improvement
• Knowledge of Basic R2S/UMS Principles such as UMS Pillars, OEE Computation, Loss Measurements, Problem Solving Techniques, Statistical Process Control and Cost Variance Analysis
• Basic knowledge in thermodynamics, heat exchanger, steam and compressed air system and pressure vessel operation
• Basic analytical skills for facilities performance data (e.g., energy trends, losses, PM compliance, and maintenance cost tracking).
• Basic knowledge of facilities systems performance and compliance requirements (e.g., FDAS/fire protection, MV electrical distribution, and building services maintenance).
• Knowledge of the 5S principles and the ability to consistently practice them
• Skills and knowledge in proper lubrication for machines and other autonomous maintenance activities
• Knowledge in mechanical systems such as fasteners and mechanical drives
• Strong attention to detail regarding documentation
• Basic knowledge of occupational health and safety (OHS/OSH), EMS, GMP and HACCP
• Ability to prepare accurate technical reports and communicate clearly both verbally and in writing
• Must possess basic PC skills, MS Excel skills, good communication skills, comfortable working in an open team environment, have the ability to plan, organize and execute work with a minimum of supervision and have a strong awareness of safety issues.
