Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Technical Manager supporting design, planning, and construction projects. Position is responsible for the technical and administrative management of Architect-Engineer (A-E) and/or in-house designs for the construction, maintenance, alteration, and repair projects. Duties Plans, administers and coordinates the development of the many phases involved in the preparation of a complete set of plans, specifications, and estimates for proposed construction projects. Conducts engineering investigative studies and coordinating the preparation of designs, specifications and estimates for designated construction projects. Prepares government cost estimates which establish design fund requirements and serve as a basis for negotiating A-E contracts. Makes frequent checks of progress and work to ensure that all necessary follow-ups, controls, transmittals of instructions, resolutions of problems, etc., are being performed.
