To learn how to apply for a faculty or staff position, please review this tip sheet.\nThe University of Miami/UHealth, Department of Public Health has an exciting opportunity for a full time DevOps Engineer to work in Miami, FL.\nWe are seeking a skilled full stack Oracle APEX Software Developer to design, develop, test, deploy, and maintain secure, database-driven web applications using Oracle Application Express (APEX) and Oracle REST Data Services (ORDS) within an Oracle database environment. This role works closely with cancer registry staff, stakeholders, database administrators, and IT teams to deliver scalable, accessible, high-performance solutions and integrations that support cancer registry goals and objectives.\nCore Job Functions:\nApplies independent judgment and discretion in coordinating, developing, and designing computerized information systems solutions for business, engineering, or scientific problems. \nDefines and develops practical information system specifications utilizing pseudo-code, flowcharts, block diagrams, charts, and layouts. \nConceives, creates, develops, establishes, and publishes new programming techniques, methods, procedures, approaches, and standards working with basic and advanced applications system design techniques and methodologies. Confers with end users and studies systems flow, data usage, and manual or automated processes to identify ineffective or inefficient systems. \nCommunicates and coordinates with customers during the analysis, definition, and development phases. \nDetermines the economic and operational feasibility of using computerized methods to satisfy information needs and presents proposals for new systems or the enhancement of existing systems. \nMaintains awareness of state-of-the-art development tools, programming techniques, and computing equipment. \nParticipates in certain aspects of end user consulting, systems analysis, systems design, and vendor contracts. \nStudies user functions and role in the enterprise to the extent required. \nRecognizes and identifies potential areas where existing policies and procedures require change or where new ones need to be developed. \nAdheres to University and unit-level policies and procedures and safeguards University assets. \nDepartment Specific Functions:\nDesign, develop, test, deploy, and maintain applications using Oracle APEX and ORDS.\nBuild and maintain robust PL/SQL packages, procedures, and functions.\nDevelop and optimize complex SQL queries, indexing, and partitioning strategies for performance and scalability.\nTranslate cancer registry requirements into technical specifications and functional applications.\nCreate intuitive, responsive, and accessible user interfaces using APEX page design, dynamic actions, themes, HTML5, CSS3, JavaScript, and jQuery.\nIntegrate APEX applications with external systems using REST/SOAP APIs, web services, webhooks, and JSON/XML data exchanges.\nPerform data modeling, schema design, and database architecture enhancements as needed.\nTroubleshoot and resolve application issues, including performance tuning and debugging.\nEnsure application security using secure development best practices, including authentication, authorization, encryption/data protection, and SSO/LDAP/OAuth integration.\nSupport Oracle database upgrades, migrations, maintenance, and cloud-based deployments.\nDocument system architecture, processes, and technical specifications.\nParticipate in code reviews and follow established development standards, Agile/Scrum practices, SDLC controls, automated testing, and CI/CD processes.\nOther duties as assigned.\nThis list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities as necessary.\nCore Qualifications:\nBachelor’s degree in relevant field required.\nMinimum 2 years of relevant experience required. Minimum 3 years of relevant full stack development experience using Oracle APEX in Oracle database environments preferred. Previous experience supporting a cancer registry, healthcare data environment, EHR/EMR integration, or other regulated data environment is preferred.\nLearning Agility: Ability to learn new procedures, technologies, and protocols, and adapt to changing priorities and work demands.\nTeamwork: Ability to work collaboratively with others and contribute to a team environment.\nTechnical Proficiency: Skilled in using office software, technology, and relevant computer applications.\nCommunication: Strong and clear written and verbal communication skills for interacting with colleagues and stakeholders.\nStrong proficiency in PL/SQL, complex SQL, Oracle Database architecture, data modeling, schema design, indexing, and performance tuning.\nExperience with HTML5, CSS3, JavaScript, jQuery, responsive web design, accessibility, and modern web development concepts.\nExperience with ORDS, REST/SOAP APIs, web services, webhooks, and JSON/XML integration.\nUnderstanding of database performance tuning and indexing strategies.\nExperience with version control and collaborative development workflows using Git.\nStrong analytical and problem-solving skills.\nAttention to detail and commitment to quality.\nAbility to manage multiple projects and deadlines.\nAbility to exercise sound judgment in making critical decisions.\nExcellent skills in English (both written and oral) required.\nStrong collaboration and teamwork skills.\nAdaptability to evolving technologies and requirements.\nAbility to work independently. \nOther Preferred Qualifications:\nAdvanced experience with Oracle REST Data Services (ORDS), including secure REST-enabled services.\nKnowledge of APEX security best practices and authentication/authorization schemes, including SSO, LDAP, and OAuth.\nExperience with Oracle Cloud Infrastructure (OCI) or other cloud-based deployments, including AWS or Azure.\nExperience with BI/reporting tools (e.g., Oracle Analytics, Power BI).\nExperience working in Agile/Scrum teams and with CI/CD pipelines such as GitHub Actions, GitLab CI/CD, Jenkins, or equivalent tools.\nExperience with automated testing frameworks and test automation for database-driven web applications.\nFamiliarity with containerization and deployment technologies such as Docker and Kubernetes.\nExperience with Oracle Database 19c/21c, Oracle Integration Cloud (OIC), or comparable integration platforms.\nFamiliarity with modern JavaScript frameworks such as React or Angular and server-side JavaScript technologies such as Node.js.\nExperience supporting healthcare or other regulated environments, including HIPAA-aligned controls and EHR/EMR integrations.\nAPEX, Oracle Database, OCI, cloud, Agile, or DevOps certifications are a plus.\nAny relevant education, certifications and/or work experience may be considered.\nThe University of Miami offers competitive salaries and a comprehensive benefits package including medical, dental, tuition remission and more.\nUHealth-University of Miami Health System, South Florida's only university-based health system, provides leading-edge patient care powered by the ground breaking research and medical education at the Miller School of Medicine.
