USAA roles may offer remote or hybrid flexibility for active-duty military spouses consistent with applicable policy and business needs.\nThe Opportunity\nAs the Director of Information Technology - Testing Center of Excellence (TCoE), you will lead the strategy, implementation, and ongoing operations of a centralized testing capability supporting multiple technology organizations. You will be accountable for establishing consistent testing practices, driving quality engineering excellence, and delivering measurable improvements in testing efficiency, effectiveness, and cost.\nThis role will lead the transformation of testing services through a combination of internal teams, third-party partners, automation/AI capabilities, and standardized processes. You will collaborate with technology executives, delivery leaders, and business stakeholders to ensure testing services are aligned with organizational priorities, delivery commitments, and risk management expectations.\nThe ideal candidate brings a combination of enterprise testing leadership, operational execution, vendor management, and demonstrated experience driving organizational change.\nWe offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio TX or Plano TX.\nRelocation assistance is not available for this position.\nWhat you'll do:\nLead the strategy, implementation, and ongoing operations of the Testing Center of Excellence, establishing standardized testing services, processes, governance, and performance expectations across multiple technology organizations.\nDrive adoption of enterprise testing capabilities, including test automation, quality engineering practices, and continuous improvement to enhance software quality, delivery efficiency, and speed to market.\nOversee third-party testing service providers, ensuring contractual commitments, service-level agreements, resource capacity, quality standards, and financial objectives are achieved.\nEstablish and monitor key performance indicators to measure testing effectiveness, automation adoption, defect management, service delivery performance, and operational efficiency.\nPartner with technology and business leaders to understand testing demand, align testing services with delivery priorities, manage dependencies, and ensure successful adoption of the centralized testing model.\nLead the transition and ongoing optimization of testing services, proactively managing operational risks, organizational change, service continuity, and realization of expected business benefits.\nBuilds and oversees a team of employees and third party for TCOE through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities. \nOversees efforts in establishing documentation standards and quality assurance methodologies for technology support functions and ensure adherence to standards across teams. \nAccountable for the identification, research, and analysis of end to end business, processes, and technology support opportunities. \nDevelops and oversees metrics for technology support capabilities and/or processes (KPIs, KRIs, etc.). \nCreates a multi-year plan to operationalize a technology support strategy, with key milestones, deliverables, and realization targets. \nOversees the creation and execution of departmental budgets and forecasts for applicable technology support function. \nOversees the availability management of technology solutions / domains by applying strong change and incident management practices. \nWorks across multiple functional areas and influences future business strategy to be able to best utilize available technology support functions as well as future ones. \nStays abreast of industry trends and understands the direction of applicable technology support capabilities and ensures technology environment is agile enough to change quickly to support. \nBuilds successful stakeholder relationships with other IT and business leaders by developing a clear understanding of business needs, acting as a trusted advisor, and ensuring cost-effective delivery of technology support services to meet those needs. \nBuilds and oversees a team of employees for assigned functional area through ongoing execution of recruiting, development, retention, coaching and support, performance management, and managerial activities. \nEnsures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures. \nWhat you have:\nBachelor's degree; OR 4 years of relevant education and/or experience. \n8 years of experience in a technology function in a Software Development/Engineering or Infrastructure environment. \n3 years of direct team lead or management experience of IT professionals. \nDemonstrated experience leading enterprise software testing, quality assurance, or quality engineering functions within complex technology organizations.\nExperience establishing, transforming, or operating centralized testing services, shared services, or a Testing Center of Excellence.\nStrong understanding of software testing methodologies, test automation, defect management, and testing practices within Agile and traditional delivery environments.\nExperience managing third-party technology service providers, including service delivery performance, contractual commitments, financial management, vendor accountability and management of distributed development teams and resources.\nDemonstrated ability to lead cross-functional transformation initiatives, influence senior technology leaders, and drive adoption of standardized processes and capabilities.\nDemonstrated thought leadership in embedding intuitive story telling of technology support functions including concise presentation of complex technical details. \nPrevious experience managing multiple tasks and responsibilities in high-pressure environments; excelling at pinpointing and resolving problems in early stages to avoid cost/time expenses. \nExperience and ability to drive a culture of quality and personal accountability through technology support teams. \nDemonstrated financial acumen involving budgets, forecasting, and executing on the budgets for applicable technology support function. \nAdvanced facilitation, collaboration and consensus building skills, with experience in presenting to cross-functional teams and Senior/Executive leaders. \nExperience in inspiring, leading, and defining vision, strategy and organizational change. \nDemonstrated experience in explaining complex technology decisions to both technical and nontechnical audiences at all levels in the organization. \nDemonstrated ability to influence change at the executive level and team level. \nUnderstanding of relevant industry frameworks, i.e. COBIT, ITIL, SAFe, etc. \nUnderstanding of Legislative and Regulatory Compliance Requirements. \nWhat sets you apart:\nProven success establishing or transforming an enterprise Testing Center of Excellence, including transitioning decentralized testing activities into a standardized service delivery model.\nExperience managing large-scale, third-party testing partnerships, including outcome-based service delivery models, vendor performance, and benefits realization.\nDemonstrated success advancing test automation, quality engineering maturity, and measurable improvements in testing effectiveness, operational efficiency, and cost optimization.\nExperience leading testing transformation within a highly regulated industry, such as financial services, with a strong understanding of risk management, compliance, and technology controls.\nUS military experience gained through military service or gained as a military spouse / domestic partner. \nCompensation range: The salary range for this position is: $143,320 - $273,930.\nUSAA does not provide visa sponsorship for this role.
