Join us and become part of a growing organization where your contributions make a meaningful impact.\nThe Construction Manager / Operations Program Manager (OPM) is responsible for the overall planning, execution, client management, and operational oversight of construction projects. This role serves as the primary liaison between clients, internal teams, subcontractors, and municipalities, ensuring projects are delivered safely, on schedule, within scope, and in alignment with company and client expectations.\nThe OPM provides strategic leadership, operational direction, and accountability across multiple concurrent projects.\nKey Responsibilities\n 1. Client & Stakeholder Management\nServe as the primary point of contact for clients.\nLead new client onboarding meetings and facilitate introductions with internal teams and key stakeholders (city, county, utilities, etc.).\nProvide regular project status updates (daily/weekly as required).\nConduct routine coordination meetings with clients, management, production teams, and cross-functional departments.\nMaintain strong working relationships with municipalities, utility providers, subcontractors, and community partners.\nSupport business growth by expanding client and subcontractor networks.\n 2. Project Planning & Execution\nOversee all phases of project lifecycle from preconstruction through closeout.\nReview project maps, permits, easements, and related documentation to confirm scope readiness.\nEvaluate field-identified redesign needs and confirm client approval before execution.\nAssign projects to Coordinators (CCs), foremen, and crews based on skillset and workload.\nDevelop structured execution plans to meet job-specific milestones and production goals.\nMonitor daily activities to ensure alignment with schedules and deliverables.\nIdentify risks early and implement contingency plans to prevent delays.\n 3. Field Operations & Quality Control\nConduct regular site visits to ensure work aligns with plans, specifications, and quality standards.\nProvide field support to resolve technical challenges and operational concerns.\nCoordinate splicing, testing, inspections, and integration activities.\nEnsure all required documentation (redlines, photos, test results, submittals) is complete and accurate.\nOversee project closeout and confirm all deliverables are approved prior to client submission.\n4. Team Leadership & Accountability\nLead and manage Coordinators, construction teams, and subcontractors.\nHold team members accountable to safety, quality, productivity, and company standards.\nReview daily task assignments and production reporting.\nCoach and mentor staff; identify areas for performance improvement.\nInterview and participate in hiring of new employees and subcontractors.\nPromote company values, integrity, and a culture of operational excellence.\n 5. Safety & Compliance\nEnsure all work complies with OSHA standards, construction codes, permits, and client specifications.\nReview permits for completeness and construction readiness.\nOversee traffic control planning and daily/weekly traffic control needs.\nInvestigate damage claims and determine appropriate resolution (approval/denial of repairs or payment).\n6. Resource & Materials Management\nAllocate labor and equipment resources across multiple active projects.\nMonitor material inventory and warehouse levels to ensure uninterrupted production.\nManage subcontractor coordination and ensure timely submittals.\n 7. Financial & Administrative Oversight\nApprove per diems, invoices, and change orders (COPs).\nManage and approve GPM entries and production updates.\nApprove project scope changes within internal systems.\nSupport accurate project cost tracking and financial accountability.\n8. Strategic & Operational Improvement\nIdentify operational inefficiencies and implement improvements.\nEvaluate market conditions and project performance trends.\nContribute to company growth initiatives and long-term planning.\n Authority & Accountability\n\nThe OPM has decision-making authority related to:\nCrew and project assignments\nOperational adjustments\nField-level scope modifications (with client approval when required)\nFinancial approvals within assigned authority limits\nSubcontractor performance management\nSkills, Knowledge and Expertise\n5-10 years of overall Telecommunications Experience;\nAt least 3 years of experience as Program Manager/Project Manager/Operations Manager;\nStrong knowledge of project budget management, scheduling, and tracking;\nAbility to put together strategies to promote company goals and objectives to outside organizations.\nA valid, unrestricted Driver's License;\nAbility to lift around 50 pounds, safely climb ladders, and work in extreme weather;\nAbility to read and understand maps, drawings, and diagrams for fiber construction;\nAbility to travel to different job sites within the assigned market.\n\nBenefits\nHealth
