This position will play a critical role in managing resources to facilitate the accomplishment of Facility Operations and Maintenance as well as construction projects from initiation to close-out for the LOGCAP V Program. The Operations Manager will participate in the drafting of technical documents to include, but not limited to SOW’s RFP’s, ROM’s, ACL’s, Technical Volumes, LOTD’s and Project Risk Assessments. The Operations Manager will be required to effectively manage maintenance work orders, scheduling and performance; ensuring work orders and projects are completed within budget, on schedule, and within scope.\nResponsibilities\nThis position description is subject to change at any time as needed to meet the requirements of the program or company\nProvides and directs maintenance services and construction for existing and new infrastructure. Services include Facility Maintenance, Roads and Grounds, Minor Construction and Non-hazardous Waste Management.\nEnsures projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques.\nEffectively plans future work to create and establish project schedules and budgets.\nDevelops schedules and workload requirements for the Public Works team to ensure effective execution of all planned work.\nProvides oversight of projects and ensures project stakeholders’ schedule, budget, and quality requirements are met.\nTracks facility maintenance and projects and provides timely updates to Public Works Director and the customer.\nDevelops and implements effective processes to enhance operations and ensures standard operating procedures are updated and implemented.\nEnsures direct labor and subcontractor personnel comply with all Environmental Safety and Health requirements.\nPerform other duties as assigned.\nQualifications\n Minimum Qualifications: Education/Certifications: One-year related experience may be substituted for one year of education if degree is required.Must be able to obtain a Common Access Card (CAC)\nMust be a U.S. Citizen\nMust posses a valid U.S. Driver’s license\n\n Experience:A minimum of 5 (five) years Project Management or Construction Management in a DOD environment\n\nSkills:Excellent organizational and multi-tasking skills\nExcellent written and oral communication skills\nComputer proficiency in Microsoft Office Excel, PowerPoint, Outlook, and Word\nExperience in data collection and technical writing\nStrong leadership and analytical skill\nGood interpersonal and people management skills\n\n Working Conditions:Must be capable of working in a tropical weather condition with temperatures exceeding 85 degrees Fahrenheit.\nIndoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, wet, tropical environment with average temperatures of 85 degrees in the summer months).\nThe worker is subject to both environmental conditions. Activities occur inside and outside.\nThe worker is subject to environmental conditions. Protection from weather conditions, but not necessarily from temperature changes.\n\n Physical Requirements:Medium work. Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.\nWork may require heavy lifting, stooping, climbing, prolonged standing, prolonged sitting, and working with or in areas where a potential could exist for exposure to physical, chemical, or biological agents.\nEmployee use of personal protective equipment (PPE) is required for some situations.
