Main tasks and responsibilities include, but are not limited to, the following:

  • Monitor daily site activities across construction, operation, and maintenance areas to identify and report unsafe conditions, acts, or potential hazards.
  • Conduct continuous routine site checks to ensure good housekeeping, welfare facilities, and safe working conditions.
  • Continuously monitor employee behavior towards safety and provide on-the-spot coaching and corrective guidance.
  • Report all incidents, accidents, near misses, and unsafe conditions immediately.
  • Support incident investigation, root cause analysis, and implementation of corrective and preventive actions.
  • Follow up on all corrective actions until closure and maintain incident records.
  • Conduct daily toolbox talks and safety awareness sessions on job-specific hazards, controls, emergency procedures, and safe work practices.
  • Deliver EHS induction for all new employees, subcontractors, and visitors, ensuring understanding of site hazards, emergency plans, and Veolia LSR.
  • Support site-specific safety campaigns and behavioral safety programs.
  • Assist in preparing, reviewing, and updating Health & Safety Risk Assessments and Environmental Aspects & Impacts Registers.
  • Coordinate the preparation and issuance of Permits to Work (PTW) for high-risk activities, in compliance with Client, Contractor, and Veolia requirements. Ensure all issued PTWs are effectively communicated to relevant personnel and properly displayed at the work locations.
  • Conduct Last Minute Risk Assessments (LMRA) and Job Safety Analyses (JSA) with work teams before task commencement as applicable.
  • Perform routine inspections of sites, facilities, equipment, and machinery to verify compliance with EHS requirements.
  • Ensure all machines, including cranes, forklifts, pumps, blowers, tools such as cutting, grinding, welding equipment, and lifting equipment, are inspected before daily work starts.
  • Check for valid color coding, inspection tags, certificates, and operator licenses and authorizations.
  • Conduct monthly inspections of emergency equipment, including fire extinguishers, first aid kits, emergency lights, eyewash stations, and spill kits, and report findings with follow-up until closure.
  • Participate in internal and external EHS audits as directed by the EHS Manager.
  • Ensure strict implementation and compliance with all Veolia Life Saving Rules across the site.
  • Deploy and enforce Veolia High Risk Management Standards (HRMS) for activities including Confined Space Entry, Control of Hazardous Energy (LOTO), Working at Height, Electrical Safety, Lifting Operations, Hazardous Materials, Excavation and Trenching Works, Traffic Management, and Hot Work.
  • Verify that only trained, competent, and authorized personnel perform high-risk tasks.
  • Coordinate the issuance, inspection, and maintenance of Personal Protective Equipment (PPE).
  • Ensure proper usage and compliance with PPE requirements across all site activities.
  • Inspect PPE regularly for damage, expiry, and suitability.
  • Support emergency response activities, including evacuation, fire response, chemical spills, and medical emergencies.
  • Assist the EHS team in conducting emergency evacuation drills, fire drills, and chemical spill response drills.
  • Ensure emergency equipment is accessible, functional, and personnel are trained on emergency procedures.
  • Conduct EHS induction for subcontractors and ensure they understand site-specific hazards, emergency plans, and Veolia LSR and HRMS.
  • Continuously monitor subcontractor compliance with EHS requirements and safe work practices.
  • Coordinate with subcontractors on PTW, risk assessments, and safety briefings.
  • Ensure compliance with environmental management requirements, including waste segregation, storage, and disposal.
  • Monitor proper handling and disposal of hazardous waste, including chemicals, oils, and sludge.
  • Support environmental monitoring activities and reporting.
  • Maintain and safeguard all EHS documentation, including Risk Assessments, LMRA, Work Permits, Inspection Forms, Incident Reports, Training Records, and Environmental Registers.
  • Prepare and submit weekly and monthly EHS reports to the Project Manager and QHSE Department.
  • Ensure all records are accurate, up-to-date, and compliant with Veolia standards and legal requirements.
  • Promote a positive safety culture and encourage proactive safety behavior among employees and subcontractors.
  • Identify unsafe acts or conditions during daily monitoring and take immediate corrective action.
  • Provide first-level guidance and coaching on safety procedures to supervisors, operators, and workers.
  • Support continuous improvement initiatives and lessons learned from incidents and near misses.

B.Sc in any field, preferable to be in safety, HSE, Environment or similar

Experience: 5 years in relevant field with water and wastewater HSEMS field.

  • Comply with applicable ethics and legislation referred to in Veolia Code of Conduct policy, particularly in the fight against corruption and influence peddling.
  • Ensure the applicable QHSE Policies and standards/requirements/procedures are being applied and maintained
  • Liaise with the internal or external interested parties during the QHSE audits/inspections
  • Ensure that all the work activities at site/plant/project are controlled with the help of QHSE procedures, risk assessment (or LMRA) & the valid work permit
  • Ensure the implementation of customer satisfaction requirements
  • Ensure to report Incidents (near misses, unsafe conditions, unsafe actions &, etc.)
  • Keep the documented information as evidence ensuring the compliance to QHSE Management System.
