Invest in us and we’ll invest in you!.\n The Technical Project Manager leads digital transformation and cloud projects for the Department, with a focus on the Insights Service portfolio. The role delivers solutions that improve public services and efficiency. The post holder manages project scope, budget, timelines and resources, and keeps delivery aligned with departmental strategic goals.\nThe role works across technical teams, stakeholders and suppliers. The post holder applies recognised project management methodologies, including Agile and Waterfall, selected to suit each project. The role is hands-on: the post holder actively leads delivery, engages regularly with stakeholders and technical teams, and provides ongoing direction throughout the project lifecycle.\nKey Responsibilities\nDelivery\nLead end-to-end delivery of complex digital transformation, cloud, data, analytics and systems integration projects, from mobilisation through to implementation and benefits realisation.\nDevelop and maintain project plans, delivery schedules, work breakdown structures, resource plans, RAID logs and reporting artefacts.\nDevelop a thorough understanding of the business processes, technical architecture, solution landscape and strategic objectives of each project, to inform leadership and decision-making.\nCoordinate and direct multidisciplinary project teams across multiple technical workstreams and suppliers.\nChair project meetings, steer delivery activities and ensure alignment with agreed governance processes.\nManage project budgets, resource requirements and procurement activities.\nIdentify, assess and manage project risks, issues, dependencies and change requests.\nProduce detailed plans for technical projects, covering resource allocation and risk management strategies.\nIdentify, assess and mitigate technical risks in cloud implementations, Dynamics 365 customisations and Power Platform development.\nReview and challenge solution approaches, delivery plans and technical proposals where necessary.\nGovernance and Documentation\nPrepare governance updates, presentations, management briefings, business cases, Project Initiation Documents (PIDs), DPIA assessments, DGOU Requests for Specific Approval (RSAs), Product Release Documents, status reports and recommendations for senior stakeholders. DHLGH templates are available.\nPrepare and present analysis, insights and recommendations to governance forums and senior client stakeholders to support decision-making.\nIdentify and advise on programme-level decisions that affect project direction, and escalate unresolved decisions to the agreed governance forum.\nTranslate complex technical concepts, constraints and risks into clear business impacts and decision points.\nStakeholders and Alignment\nEngage with business stakeholders to define requirements, priorities and expected business outcomes.\nInfluence and negotiate project outcomes across multiple functions.\nTranslate IT strategy into measurable business benefits, tailoring communications to each audience.\nAlign business and IT objectives, working across organisational and technology silos to adopt common, sustainable, reusable and agile approaches.\nAdapt methods and practices to suit operational teams and cultural needs.\nEnsure project delivery supports departmental strategic objectives and delivers measurable business benefits.\nWork closely with technical teams delivering Azure, Power Platform, Power BI, Synapse Pipelines, Microsoft Fabric, Dynamics 365 and integration solutions, keeping projects on track and technical risks managed.\nVendors and Quality\nManage vendor relationships and use vendor frameworks to deliver project commitments.\nEnsure quality assurance and software testing methodologies are applied throughout delivery.\nApply security controls across cloud and digital projects, covering data privacy, access control and vulnerability management.\nAvailability\nWork the full contracted hours, with consistent day-to-day engagement across project activities, governance forums, and in-person and online stakeholder meetings.\n Essential Experience and Skills\nExperience in one or more technology areas, such as cloud, Power Platform, Dynamics 365, cloud migration or integrations, data and analytics, robotic process automation or emerging technology.\nA record of delivering within multiple large-scale technical transformation projects.\nExperience of cloud technologies, with Microsoft Azure preferred.\nStrong understanding of Microsoft cloud, data, analytics, reporting, integration and automation technologies, including Azure, Power Platform, Power BI, Microsoft Fabric, Synapse Analytics, data engineering, Dynamics 365, DevOps, systems integration and emerging AI capabilities.\nUnderstanding of Power BI and Azure Synapse Pipelines development and delivery.\nExperience of Copilot for Power BI.\nTechnical knowledge sufficient to govern delivery, engage credibly with Microsoft specialists, technical teams and suppliers, and identify dependencies and risks.
