The team you will be joining uses Agile and innovative practices to bring technical solutions to the USCIS mission.\n\nYour Impact to the Mission:\nThe CI/CD Pipeline Engineer is responsible for designing, developing, implementing, maintaining, and optimizing Continuous Integration and Continuous Delivery/Deployment (CI/CD) pipelines that support enterprise application development and deployment. This role automates software build, testing, security scanning, artifact management, and deployment processes to improve release efficiency, software quality, system reliability, and security compliance.\n\nThe engineer works closely with application developers, cloud engineers, system administrators, cybersecurity personnel, and program leadership to implement automated DevSecOps practices across development, test, staging, and production environments. The position supports cloud-native applications, Java microservices, containerized workloads, and enterprise integration platforms while ensuring compliance with applicable security and configuration management requirements.\n\nKey Responsibilities\nCI/CD Pipeline Development and Automation\n\nDesign, develop, configure, and maintain automated CI/CD pipelines for enterprise applications and microservices, automated testing jobs, infrastructure builds, etc.\n\nImplement and optimize build, unit testing, integration testing, code quality analysis, artifact publishing, and deployment workflows.\n\nDevelop reusable pipeline templates, shared libraries, deployment scripts, and automation components to standardize delivery processes.\n\nTroubleshoot pipeline failures, build errors, deployment issues, and configuration inconsistencies.\n\nDevSecOps and Security Integration\n\nIntegrate automated security testing, static application security testing (SAST), software composition analysis (SCA), container image scanning, and vulnerability assessments into CI/CD pipelines.\n\nEnforce security gates, code quality thresholds, and approval requirements before software is promoted between environments.\n\nSupport remediation of security vulnerabilities, software dependencies, and container image findings.\n\nMaintain pipeline configurations and deployment processes consistent with organizational security policies and applicable NIST SP 800-53, RMF, and federal cybersecurity requirements.\n\nSupport audit readiness through pipeline logs, deployment records, traceability, and documented release approvals.\n\nCloud, Containers, and Infrastructure Automation\n\nSupport containerized application deployments using Docker and Kubernetes, including Amazon Elastic Kubernetes Service (EKS).\n\nIntegrate pipelines with cloud services, infrastructure automation, container registries, and environment configuration management.\n\nImplement automated deployment strategies, including rolling deployments, blue-green deployments, and rollback procedures, as appropriate.\n\nCollaborate with cloud and infrastructure teams to resolve environment, networking, access, and deployment issues.\n\nConfiguration Management and Release Support\n\nManage source control workflows, branching strategies, versioning, artifact repositories, and release tagging.\n\nImplement environment promotion controls across development, test, staging, and production.\n\nMaintain pipeline documentation, operational procedures, troubleshooting guides, and technical standards.\n\nMonitor pipeline performance and identify opportunities to reduce deployment time, improve reliability, and increase automation.\n\nCollaboration and Continuous Improvement\n\nWork with cybersecurity, quality assurance, architecture, and operations teams to resolve delivery and compliance issues.\n\nProvide technical guidance to developers on pipeline usage, deployment standards, and DevSecOps best practices.\n\nIdentify opportunities to improve software delivery performance, pipeline reuse, operational consistency, and release quality.\n\nRequired Qualifications\n\nBachelor’s degree in Computer Science, Information Technology, Engineering, or a related field, or equivalent relevant professional experience as well as 10+ years total experience in the field.\n\nThree or more years of experience developing, maintaining, or supporting CI/CD pipelines and DevOps automation.\n\nDemonstrated experience with one or more CI/CD platforms, such as Jenkins, Harness, GitLab CI/CD, or GitHub Actions.\n\nExperience with source control systems, particularly Git.\n\nProficiency in scripting and automation using Python, Bash, PowerShell, or Groovy.\n\nExperience with Docker, Kubernetes, container registries, and automated application deployments.\n\nUnderstanding of software build processes, automated testing, version control, release management, and configuration management.\n\nExperience integrating code quality tools and automated security scanning into software delivery workflows.\n\nStrong troubleshooting, analytical, documentation, and communication skills.\n\nPreferred Qualifications\n\nExperience with AWS cloud services and Amazon EKS.\n\nExperience with Harness pipeline development, reusable templates, service and environment configuration, and deployment orchestration.\n\nFamiliarity with SonarQube, Twistlock/Prisma Cloud, or comparable code quality and security tools.\n\nExperience with infrastructure as code using Terraform, CloudFormation, or comparable technologies.\n\nFamiliarity with observability platforms such as New Relic, CloudWatch, or comparable monitoring solutions.\n\nExperience supporting Java, REST APIs, and microservice architectures.\n\nExperience supporting federal government IT programs and security compliance requirements, including NIST SP 800-53, FISMA, and the Risk Management Framework (RMF).\n\nExperience supporting production systems with stringent availability, auditability, and change-control requirements.\n\nPerformance Expectations\n\nDeliver reliable, repeatable, and maintainable CI/CD pipelines that support timely and controlled software releases.\n\nIncrease automation and reduce manual intervention in software build, testing, security validation, and deployment activities.\n\nMaintain accurate pipeline documentation and traceable deployment records.\n\nIdentify and resolve pipeline issues promptly to minimize development delays and production deployment risks.\n\nEnsure security and quality controls are consistently applied throughout the software delivery lifecycle.\n\nCollaborate effectively with development, infrastructure, security, and
