Competency & Training Manager will be the site's subject matter expert for workforce capability development, ensuring the Burton & Birkenhead sites maintain a highly skilled, competent, and future-ready workforce.\nThe role will play a critical part in supporting operational performance, quality excellence, customer satisfaction, and business growth through the establishment of a robust competency framework and the creation of an on-site Training School.\nJob Purpose\nThe Competency & Training Manager is responsible for the strategic development, governance, delivery, and continuous improvement of all competencies, training, and skills development activities across the Burton & Birkenhead sites.\nThe role will ensure that all operational personnel possess the necessary skills, qualifications, and competence to safely and effectively perform their duties while supporting business growth, customer requirements, regulatory compliance, and operational excellence.\nA key responsibility of the position will be transfer of competency and skills from the closure of Doncaster site and ensuring consistency of records and training, and the development of a business case and implementation strategy for an on-site Training School, creating a sustainable capability development model to support current and future workforce requirements.\nPrinciple Responsibilities & Accountabilities\nCompetency Management\nOwn and maintain the site's Competency Management Framework.\nDevelop and implement competency standards for all operational and support functions.\nEnsure all employees are assessed, trained, and authorised in accordance with business requirements.\nMaintain robust competency matrices and training records.\nMonitor competence expiry dates, reassessments, and refresher training requirements.\nLead competency audits and ensure compliance with internal and external standards.\nProvide regular reporting on workforce capability, competency risks, and training performance.\nTraining Strategy & Delivery\nDevelop and deliver the site's annual training strategy aligned to business objectives.\nIdentify skills gaps and workforce development requirements.\nOversee the planning and delivery of technical, operational, safety, quality, and leadership training.\nEnsure training programmes are effective, measurable, and aligned to industry best practice.\nEstablish evaluation methods to assess training effectiveness and return on investment.\nManage training budgets and maximise value from external training providers.\nManagement of Assessors and Trainers\nProvide leadership and direction to all site trainers and assessors.\nEstablish clear performance expectations and development plans for the training team.\nStandardise assessment methodologies across the site.\nConduct regular audits of assessment quality and consistency.\nSupport trainers in developing engaging and effective training materials.\nDrive continuous improvement within training and assessment activities.\nTraining School Development\nLead the development of an on-site Training School and Skills Academy.\nProduce a comprehensive business case outlining:\nStrategic benefits\nCost-benefit analysis\nInfrastructure requirements\nResource requirements\nDelivery model\nReturn on investment\nBenchmark training facilities against industry best practice.\nDevelop implementation plans and governance structures.\nBuild partnerships with colleges, apprenticeship providers, awarding bodies, and customers.\nCreate pathways for apprenticeships, upskilling, reskilling, and leadership development.\nCompliance & Governance\nEnsure compliance with:\nHealth & Safety requirements\nRailway Industry Standards (where applicable)\nCustomer requirements\nInternal management systems\nRegulatory and legislative training obligations\nSupport internal and external audits.\nEnsure training documentation and evidence meet audit requirements.\nManage training-related risks through effective governance\nContinuous Improvement\nAnalyse performance, quality, safety, and operational data to identify training needs.\nUse lessons learned, audit findings, customer feedback, and business performance data to drive improvements.\nIntroduce innovative learning solutions including:\nE-learning\nDigital competency management systems\nSimulations\nBlended learning approaches\nSupport wider business improvement and culture change initiatives.\nKey Performance Indicators (KPIs)\nTraining compliance rate.\nCompetency assessment completion rate.\nExpired competency levels.\nTraining effectiveness measures.\nReduction in skills-related defects and non-conformities.\nApprenticeship and development programme completion rates.\nInternal and external audit compliance.\nTraining School implementation milestones.\nEmployee competency and training satisfaction scores.\nEssential Experience\nMechanical / Electrical / Quality background\nExperience managing competency and training programmes within manufacturing, engineering, rail, construction, heavy industry, or related sectors.\nExperience leading trainers, assessors, or learning and development teams.\nProven experience developing competency frameworks and training strategies.\nExperience managing training budgets and resources.\nStrong stakeholder management and influencing skills.\nExperience producing business cases and leading improvement projects.\nEssential Qualifications\nLevel 4 IQA Internal Quality\nL3 Assessing in the Workplace,\nTeaching or Training Qualification (PTLLS, CTLLS, Level 3 Award in Education and Training or equivalent).\nInternal Auditor qualification or relevant audit experience.\nStrong
