It requires the appraisal of complex commercial and industrial properties using the required approaches to value and mass appraisal procedures. Work involves ensuring that values are correct and completed within the specified deadlines. This position works with the other commercial and industrial appraisers to complete appraisal assignments. In addition, this position is responsible for providing information to the general public concerning the assessment and appeals processes, and for defending property value in protest and appeals.\n--\nJob Description\nData Collection - 20%\nPerforms field work to collect inventory of property characteristics for the valuation of property. This includes inspecting, measuring, classifying, drawing and photographing buildings or equipment efficiently and accurately.\nEnters property characteristic and valuation data into the Assessor’s Computer Assisted Mass Appraisal system efficiently and accurately following standards and guidelines.\nAccurately locates property by address, legal description and map.\nValuation of Property - 25%\nValues and maintains all vacant land and all commercial and industrial land and improvements in an assigned geographic area following mass appraisal standards and guidelines.\nConfirms sales and reviews results to determine the validity of sales and their applicability to the mass appraisal process.\nParticipates in and reviews mass appraisal analysis to verify accurate valuation.\nReviews the development of market trends, cost and other factors affecting value\nReviews income and expense data for commercial properties for use in the income approach to value.\nPrepares and interprets a variety of reports including productivity reports, appraisal reports, sales reports and data validation reports.\nMonitors workload, works in an efficient and organized manner and meets deadlines and goals.\nProperty Appeals - 20%\nInterviews taxpayers and/or their representatives during the appeals process, analyzes data for the appeal, prepares and presents individual appraisals and reports for the County Board of Equalization hearings, Court or State level appeals.\nSpecial Projects - 10%\nCompletes special projects as required to ensure the data required for listing, classifying and valuing property is tracked accurately.\nCommunication - 25%\nConfers with taxpayers, tax representatives, accountants, attorneys and other appraisers to explain the taxation process and procedures.\nCommunicates effectively in verbal and written form with administrative staff, appraisal staff, supervisors and managers.\nEstablishes and maintains effective working relationships with supervisors, other employees, governmental agencies, professionals, builders, and the public.\nConfers with taxpayers, tax representatives, accountants, attorneys and other appraisers to explain the taxation process and procedures.\nInteracts with property owners, real estate professionals and municipalities to gather information pertinent to listing property for assessment purposes.\nMonitors current procedures and offers suggestions and ideas for ways to improve the processes.\n--\nRequired Qualifications\nRequired Education\nHigh School Diploma/GED\nExperience Qualifications\n3 years Appraisal experience in commercial industrial property for ad valorem taxation preferred or any combination of education and experience which provides the required skills, knowledge and ability, subject to the approval of the Assessor.\n1 year Experience in working with Microsoft Excel and Word\nPreferred Education\nBachelor's Degree and 1 year Supplemented by work in appraisal, real estate, business administration, economics or related field.\nSkills and Abilities\nAbility to organize workload to achieve objectives and successfully work under deadline pressure in an ever-changing environment of increasing workload.\nAbility to logically reason through a problem and exercise independent judgment\nAbility to work independently with minimal guidance once projects are assigned\nAbility to multi-task and manage multiple priorities\nKnowledge of building materials, terminology, building construction plans or appraisal principles and practices.\nAbility to read plat maps, GIS parcel maps and building permits in order to identify property and buildings accurately\nExcellent computer skills - knowledge of Word, Excel, Access and Outlook\nExcellent customer service and people skills\nExcellent verbal and written communication skills\nKnowledge of basic math skills\nAbility to work in all types of weather conditions\nCandidate must pass criminal background check prior to employment start date.\nLicenses and Certifications\nLicensed Real Estate Appraiser Ad Valorem Appraisal License within 1-1/2 Yrs (Required)\nDriving is essential in this position.\nCandidate must have a valid Driver’s License, Liability Insurance and use of personal vehicle (Upon Hire Required)\nCandidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment.
