We reimagine the possible across the nuclear industry every day.\nAs a Proposal Manager, you will lead the development of complex commercial proposals, typically valued at over $5M, supporting the Outage & Maintenance Services (OMS), Engineered Solutions (ES), and Instrumentation & Controls (I&C) business units.\nYou will be responsible for managing the entire offer development process, with particular ownership of the commercial proposal, pricing strategy, and governance process. Working closely with cross-functional teams, you will ensure proposals are competitive, compliant, financially sound, and submitted on time.\nReporting to the Proposal Management Director, you will play a key role in securing profitable business opportunities while supporting Westinghouse's growth objectives.\nKey Responsibilities\nProposal & Offer Management\nLead the development of complex proposals and commercial offers from receipt of the Request for Quotation (RFQ) through final customer submission.\nDevelop and maintain the offer schedule, ensuring all customer requirements and internal governance milestones are achieved.\nPrepare and manage the Division of Responsibility Matrix (DORM) and communicate responsibilities to proposal team members.\nAnalyze RFQ requirements and coordinate inputs from all stakeholders.\nOrganize and facilitate:Bid/No-Bid reviews\nProposal kick-off meetings\nOffer status reviews\nGovernance approval meetings\n\nCoordinate proposal development activities with Customer Solutions Managers, Account Teams, Contracts, Legal, Finance, Supply Chain, Quality, Tax, Treasury, and EH&S teams.\nConsolidate technical, commercial, contractual, and financial inputs into customer-specific proposal templates.\nEnsure all customer requirements are accurately addressed and incorporated into the final proposal package.\nCoordinate proposal reviews, consolidate comments, and prepare final submission documents.\nEnsure complete and timely proposal submission through customer portals, email, or other required channels.\nMaintain opportunity data, forecasts, and proposal information within CRM systems (Microsoft Dynamics).\nCommercial & Pricing Leadership\nOwn and manage pricing for large and complex proposals.\n\nCollaborate with Customer Solutions Managers to develop accurate cost models and financial assumptions.\n\nConsolidate costs, overheads, escalation factors, management reserves, and margin expectations into a robust pricing model.\n\nEnsure pricing is aligned with customer requirements and Westinghouse governance approvals.\n\nDevelop payment term recommendations and contribute to project cash flow projections.\n\nPrepare commercial proposal sections, including:\nPricing\nTerms and Conditions\nTerms of Payment\nProposal validity periods\nCommercial assumptions\n\nEnsure consistency between technical scope, project assumptions, costs, and approved commercial parameters.\n\nGovernance & Compliance\nEnsure full compliance with Westinghouse policies, procedures, and governance requirements.\nDetermine the appropriate Limit of Authority (LOA) approval level and required approvers.\nPrepare LOA documentation and supporting presentation materials.\nCoordinate LOA reviews and approval meetings with senior leadership.\nCapture meeting notes, decisions, approvals, and action items.\nMaintain governance records and ensure proper archiving of approved documentation.\nEnsure traceability of management decisions throughout the proposal and negotiation process.\nCustomer Engagement & Negotiation Support\nSupport commercial negotiations through contract award and signature.\nWork closely with customers and internal stakeholders to clarify requirements and resolve commercial issues.\nEnsure alignment and communication across all stakeholders during negotiation phases.\nSupport smooth project handover following contract award.\nOversee order entry activities in SAP and customer acknowledgement processes.\nBusiness Support & Continuous Improvement\nSupport achievement of business objectives, including:\nOrder Entry targets\nMargin As-Sold performance\nPipeline growth\nMarket share expansion\n\nContribute to sales strategy implementation and opportunity development.\n\nSupport risk reviews and identification of mitigation strategies.\n\nDevelop and maintain strong relationships with customers, partners, and internal stakeholders.\n\nPromote best practices and continuous improvement within proposal management activities.\n\nAccountabilities\nYou will be responsible for:\nDelivering high-quality, compliant, and competitive proposals.\nEnsuring commercial and financial robustness of proposal submissions.\nManaging proposal governance and executive approvals.\nSupporting successful negotiations and contract awards.\nDriving proposal execution excellence while maintaining compliance with Westinghouse procedures.\nContributing to profitable growth across the assigned business portfolio.\nWhy Westinghouse?\nWe know that to put forth your best effort, you need to be challenged and enjoy what you do in a supportive and respectful environment.
