About Job
We are seeking a highly skilled and experienced PMO Manager to build and run the programme management function for large-scale commercial fit-out projects across various locations in India. This is not a site-execution role - the PMO Manager does not run individual project sites, but instead designs and owns the governance layer that sits above them: the standards, processes, tracking systems, and reporting cadences that give leadership visibility and control across a portfolio of projects being delivered by individual project managers. The ideal candidate will have a strong background in civil engineering and hands-on project delivery experience, which they now apply to building the systems that make delivery consistent and predictable at scale, rather than to running a single project themselves. The role requires working closely with the physical group comprising architects, designers, procurement, community, sales, and facility teams, to ensure every project manager is working to the same standards, timelines are realistic and tracked consistently, and issues are escalated and resolved before they become portfolio-level risks.
Skills & Qualification
Bachelor’s degree in Civil Engineering with sound knowledge of MEP services. Post Graduation in NICMAR I PMP or PRINCE2 certification preferred.
8 years of experience in project/programme management for large-scale fit-out and capital improvement projects, preferably in commercial real estate construction, including some experience operating at a portfolio or PMO level (not solely single-project execution).
Demonstrated experience setting up or running a PMO function - governance design, portfolio tracking, resource planning, and standardized reporting
Strong ability to design and enforce process at scale, distinct from hands-on site management skills
Excellent communication and stakeholder management skills, with the ability to engage senior leadership on portfolio-level trade-offs and risks
Proficiency in project/programme management tools (MS Project, Primavera, or similar) and reporting/dashboarding tools.
Sound knowledge of construction methodologies, materials, and industry best practices.
Ability to travel as required to various project sites across India.
Responsibilities
Programme Governance and Portfolio Planning (not site execution)
Design, implement, and own the PMO framework - standardized templates, planning methodology, and reporting structures - used by all project managers across the portfolio; the PMO Manager sets and enforces the standard rather than executing against it on any single project.
Build and maintain a portfolio-level view of all active projects - timelines, budgets, resourcing, and status - by consolidating inputs from individual project managers, not by directly managing project tasks.
Identify portfolio-wide risks, bottlenecks, and resourcing conflicts across projects, and work with respective project managers to drive corrective action; project managers retain ownership of onsite delivery decisions
Lead prioritization and resource allocation decisions across the portfolio based on business needs, escalating trade-offs to leadership where required.
Budget and Performance Oversight
Establish budget governance standards and cost-tracking frameworks to be applied consistently across projects; individual project managers remain responsible for managing spend within their own project
Consolidate expenditure and performance data across the portfolio into leadership-ready reporting, and flag deviations for follow-up.
Identify recurring cost or efficiency issues across multiple projects and drive process-level fixes, as distinct from one-off decisions on a single site.
Stakeholder Communication and Reporting
Act as the central point of contact for portfolio-level updates, consolidating status across projects for internal and external stakeholders - project-specific stakeholder management remains with the respective project manager.
Own and run governance forums (steering committees, portfolio reviews) that create visibility and accountability across all projects.
Coordinate with external consultants, government agencies, regulatory bodies, and local communities on compliance matters that affect the portfolio or require standardized handling across projects.
Quality and Process Compliance
Define quality standards, checklists, and audit protocols to be applied uniformly across all projects; execution of quality checks on-site remains with individual project managers.
Ensure the PMO framework itself is compliant with relevant laws, regulations, and industry standards, and that it enforces compliance across the portfolio
Conduct periodic audits of project execution against PMO standards and drive corrective action where a project deviates from process.
