to the Site HSSE Manager\nOversee project construction safety, security, health, and environment during the construction and commissioning phases\nExercise good judgment and the ability to extract relevant HSSE policies and procedures required for site construction works\nMeet the qualifications, experience, and competency required by local regulatory agencies to act as the project HSSE representative during project execution\nEstablish an effective HSSE system in accordance with legal and other requirements (ISO, Wood, and Client)\nEnsure that all construction contractors’ supervision and manpower are instructed in and comply with all aspects of the Company Health, Safety, Security, and Environment (HSSE) policy, site regulations, permit to work procedures, and Client requirements\nEnsure site personnel are qualified and competent for their tasks and understand their HSSE responsibilities\nDevelop procedures, processes, and forms for HSSE training for all phases of project execution\nOrganize, coordinate, and deliver training according to the project HSSE training matrix\nEnsure all contractors develop their HSSE training matrix and deliver training to their workforces accordingly\nInterface with external trainers when required to provide training for specific activities\nEstablish a workforce competency assurance program and tracking system\n Bachelor's degree in public health (Occupational Health and Safety) or certification as a Professional Safety Officer by the Ministry of Labour\nMinimum of 8 years of substantial experience in an HSSE role in Live Plant, Greenfield, and Turnaround/Revamp work for Oil & Gas, Refinery, Petrochemical, Power Plant, or similar types of plants\nExtensive skill and experience in applying worksite HSSE plans regarding HSSE work practices and other HSSE procedures and standards requirements for the worksite\nComprehensive knowledge of Project Monthly and Weekly Construction Report content, with an understanding of the need for timely, concise, and accurate reporting of HSSE leading and lagging indicators\nStrong HSSE awareness and commitment, including skills and knowledge in the preparation and review of Risk Assessments, Method Statements, Job Safety Analysis, and permit to work systems\nFair to good interpersonal and communication skills in English (verbal and written)\nGood knowledge of Thai Law and Legislation related to HSSE\nStrong team leadership skills in technical, interpersonal, and communication
