JOB PURPOSE

The Consultant will work under the direct supervision of the Head of the Partnerships & Reporting Unit, serving as the Deputy for Partnership functions and will work in close collaboration with relevant functional units across the WFP Haiti team.

The purpose of the position is to provide substantial value to WFP’s effective positioning with public, private and external partners to attract policy support, resources, technical assistance and innovative solutions to advance the work of WFP, while supporting member states in the achievement of the SDGs and Zero Hunger and emphasizing WFP’s contributions in this regard.

The Consultant will carry out a broad range of partnerships and reporting activities, analytical work, and research in support of the Country Office. They will engage with internal stakeholders and a host of public, private sector and external entities. These can comprise governments, UN agencies, intergovernmental institutions and their member states, international financial institutions, individuals, corporations, foundations and NGOs.

DURATION: 11 MONTHS

KEY ACCOUNTABILITIES (not all-inclusive)

  • Supporting the design and continuous update of the partnerships strategy, lead the implementation of a work plan to enable WFP to identify, develop and strengthen quality traditional and private sector partnerships in support of WFP strategic objectives.

  • Proactively support a wide range of aspects of a partnerships portfolio, including partner profiling, data/trends analysis and outreach plan, to maximize resources and leverage policy and technical support for WFP’s work; Ensure partner conditions are met and develop products with relevant units to increase donors’ visibility into and trust in our use of their funding.

  • Facilitate corporate dialogue with partners through preparation of quality briefing materials and other partner communications, supporting alignment of partner engagement across the organization; Proactively highlight strategic opportunities and issues to management and propose options for the best course of action to nurture trust and interest in the work of WFP (including coordination of field visits and other engagements together with relevant functional units);

  • Gather and share partner intelligence (including forecasting), using key information systems (e.g. WINGS, Salesforce, WFPGo), assess and analyze results to inform partnership management and strategy.

  • In line with the overall partnership strategies, support functional units on the development of relevant partnership plans (e.g. thematics, etc); Extend support on partnership/contribution management, in line with corporate norms, processes and legal agreements, on quality proposal and report writing, as well as development of programmatic offers / updates by engaging with other WFP entities and external stakeholders.

  • Using socio-political insights to support effective WFP positioning, facilitate partnership growth, by exploring opportunities to expand existing partnerships and scope of new partners, guided by assessments, analysis and due diligence; Present recommendations to management and ensure follow-up.

  • Engaging with other functional units, lead preparation of proposals, agreements, reporting and other materials to formalize partnership/contributions or ensure visibility of CO operations/needs/programmatic offer (internal / external). Ensure quality control standards - and manage/support the liaison with the partner in line with corporate norms (including support for existing and new engagement, meetings, appeals, field visits, etc)

  • Take responsibility for incorporating gender perspectives in all areas of work to ensure equal participation of women and men.

  • Contribute to preparedness actions, providing technical recommendations and guidance; Monitor defined risks and make recommendations how to manage these effectively.

  • Other as required.

DESIRED EXPERIENCES AND STANDARD MINIMUM ACADEMIC QUALIFICATIONS:

Education:

Advanced University degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or other relevant field, or First University degree with additional years of related work experience and/or trainings/courses.

Experience:

Minimum five years of relevant professional work experience in partnership roles.

Knowledge & Skills:

Has prepared briefs to raise resources for operations. Has a basic understanding of government strategies. Has developed effective relationships with partners and has researched new opportunities. Has motivated team spirit and contributed to a gender-balanced, inclusive and sound working environment.

Language: Fluency (level C) in French and English is a must.
