The role is responsible for establishing and monitoring feedback and complaint channels, managing accountability data through the digital accountability platform, and ensuring timely response and resolution of community concerns. The officer will support the integration of CHS, safeguarding, and safe and inclusive programming across project activities, provide capacity building to staff and community structures, and promote meaningful community participation. Working closely with project teams, government stakeholders, and partners, the Accountability Officer will ensure community feedback informs project decisions and contributes to improved project quality and community resilience.\nMajor Responsibility:\nProvide technical guidance for application of accountability frameworks to ensure their accurate integration and functionality within programs:\nSupport the implementation of AAP activities at field level in line with organizational standards and project requirements.\nEnsure communities receive timely and accessible information on project objectives, beneficiary selection criteria, entitlements, available services, and feedback channels.\nPromote meaningful community participation and consultation throughout project implementation.\nensure the establishment and maintain community feedback and complaint response mechanisms based on community preferences and local context.\nensure community feedback and complaints are recorded through the DAP tools.\nfollow-up open cases and ensure timely closure on the DAP system\nProvide basic orientation and coaching to community structures and project staff on accountability principles, complaint handling, and community engagement. \nMonitoring:\nconduct timely monitoring on implementation areas that AAP is integrated properly\nconduct supervision while conducting targeting, distributions and service provided, the CFRM mechanism are implace\nmonitor the inclusiveness, safety, functionality and responsiveness of the established CFRM mechanism\nReporting:\nIdentify and refer sensitive complaints, including safeguarding, PSEA, fraud, corruption, and child protection concerns, through established referral pathways.\nWork closely with project and MEAL teams to collect, analyze, and share community feedback for program improvement.\nCompile and submit quality reports to Project manager, accountability coordinator for further consolidation and management decision making\nDocumentation and learning of best practices\nEnsure there is a functional accountability system to document recurrent complaints and feedbacks to best inform future design.\nRequired Education, training, license, registration, and/or Certification:\nUniversity degree in a relevant subject area (sociology, social work, social science, monitoring & data management, or a related field)\nRequired Professional Experience:\nAt least 2-3 years demonstrated field-based experience with Accountability and MEAL activities in emergency context and grant funding\nProven experience in establishing a fully functional Accountability system for an organization that’s supported by bilateral & multilateral international donors serving more than 100,000 beneficiaries within a period of 12 months. \nProven experience in leading Surveys (mix methodologies) from designing to report writing.\nProficiency and experience with mobile data collection such as Kobo, CommCare, ODK Collect\nGood understanding of working with und the donor regulations US- Bureau of Disaster and Humanitarian Response (DHR),\nGood understanding of World Vision and Sphere relief standards, as well as the Red Cross and NGO Code of Conduct.\nPreferred Experience, Knowledge and/or Key Competencies:\nCertified Trainer on Humanitarian Accountability\nCertified Trainer on CHS\nCertified Trainer SPHERE standards\nWorld Vision is a child-focused organization that is committed to safeguarding all children as well as adult beneficiaries and has zero tolerance for incidents of violence or abuse against children or adults, including sexual exploitation or abuse, committed either by employees or others affiliated with our work.
