Here’s where you come in:

Job Purpose

The Accounting Manager is responsible for overseeing and managing the accounting operations in an emergency response, ensuring financial compliance, accuracy, and efficiency in all financial processes. This role includes cash management, accounts payable oversight, financial reconciliations, and audit preparations. The position ensures that financial operations align with both World Vision International (WVI) financial policies and globally accepted accounting standards. The Accounting Manager plays a critical role in supporting financial decision-making, internal controls, and risk management in a high-pressure, fast-paced emergency setting.

Key Responsibilities

A. Financial Management, Oversight and Internal Controls.

A.1 Cash Management, Accounting and Reporting

1.Lead and oversee the comprehensive functionality and operations of Cash Management, Accounting, and Reporting for the Response, ensuring compliance with governmental regulatory requirements.

2.Ensure accurate and timely submission of monthly financial reports to the Field Financial Reporting database.

3.Oversee the analysis of balance sheet accounts and reconciliation processes.

4.Facilitate seamless coordination with GC Shared Services (R2R and P2P) regarding accounting and reporting.

5.Foster a customer-oriented approach in all interactions, ensuring timely and efficient responses to queries and concerns.

6.Liaise with the Grants finance team, ensuring alignment in all accounting processes.

A.2 Internal Controls

1.Monitor internal control systems to safeguard financial assets of the organization and ensure accurate financial statements.

2.Periodically review and assess the effectiveness of internal controls, recommending improvements and modifications where necessary.

3.Collaborate with internal and external auditors to ensure effective audits and address any identified deficiencies.

B. Team Leadership, Development, and Interdepartmental Collaboration

1. Provide strategic directions to the finance officers, leading day-to-day operations of the Accounting Team.

2. Cultivate professional growth within the team, emphasizing performance reviews, skill development, mentoring, and succession planning.

3. Champion interdepartmental collaboration, ensuring the Accounting Team works cohesively with other departments to achieve organizational objectives. 4. Engage in professional networking with the Regional/GC finance community, promoting knowledge exchange and best practices.

C. Local Partnering:

1. Oversee the process of fund transfers to local partners, ensuring adherence to organizational and donor-specific guidelines.

2. Implement robust financial controls for funds transferred to local partners, conduct regular financial audits and reviews and oversee all donor audits performed on local partners’ books.

3. Work with local partners on capacity-building initiatives, focusing on financial management, record maintenance, and reporting.

4. Foster consistent communication with local partners on financial expectations and reporting requirements.

5. Address financial discrepancies with local partners, guiding them towards compliance.

6. Coordinate inter-departmentally to ensure partnering processes align with broader organizational and donor requirements.

C. Risk management

1. Lead(finance) in institutional/global/government audit preparation to provide required information, ensure follow up actions and implementation of audit recommendations related to finance, addressing common audit findings and disallowed costs.

2. Assist Finance director in managing financial risk and implement anti-corruption strategies

KNOWLEDGE, SKILL AND EXPERIENCE

Required Education, training, license, registration, and/or Certification

  • Bachelor’s degree in accounting, Finance or Business Administration, or a related field

  • A full commitment to World Vision’s core values and mission statement.

  • Full adherence to World Vision Child Protection, Code of Conduct and Conflict of Interest policies.

  • Full Adherence to security protocols

Required Professional Experience

  • Minimum 5 years’ experience in finance position with medium business/medium NGO/government agency

  • Minimum 5 years’ experience in finance and accounting management position

  • Experience in major donor regulations (US, UK, Canada Governments, ADH, BHA, UN agencies) is a must.

  • Practical knowledge of financial systems, internal financial controls & procedures and staff management skills.

Preferred Experience, Knowledge and/or other Qualifications

  • Advanced Degrees: MBA, MSc in Finance/Accounting/Auditing.

  • Certifications : ACCA, CIMA, CPA, or équivalent Professional qualification.

  • NGO/Humanitarian Experience: Prior experience in emergency response or crisis settings.

  • System Proficiency: Knowledge of financial management software and Enterprise Resource Planning (ERP) systems.

Required travel and/or work environment accommodations

  • Ability to travel to/within domestically and internationally as required

  • Work hours are often in excess of 12 hours per day during difficult periods of the response

  • Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues

  • Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene

Position’s physical requirements

  • The ability to work long hours in stressful and demanding environments.

  • Occasional requirement to move within operational field locations with basic living conditions.

  • May require standing or sitting for extended periods while performing accounting reviews and reconciliations.

Requir ed Language(s)

  • Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.
