The position will also support the preparation of accounting records and financial statements and oversee accounts payable and receivable activities in compliance with WVI financial policies, standards, and applicable statutory requirements.\nThe position will be responsible for ensuring the effective and efficient utilization and management of organizational financial resources through strong financial controls, timely and accurate reporting, compliance, and continuous improvement of financial systems and processes, ultimately contributing to better stewardship of resources for the benefit of children and communities.\nIn addition, the position will oversee the overall financial management, compliance, reporting, and control requirements related to US Government-funded activities and the Flood Response Project, ensuring adherence to applicable donor regulations, WVI policies and procedures, grant requirements, and statutory obligations. The position will coordinate closely with relevant Finance, Programme, Operations, and partner teams to ensure proper financial planning, monitoring, documentation, and accountability throughout the project lifecycle.\nMAJOR RESPONSIBILITIES\nFinancial Management and Grant Administration\nManage financial operations of US Government-funded grants in accordance with donor regulations, organizational policies, and approved budgets.\nMonitor project expenditures to ensure costs are allowable, allocable, reasonable, and properly documented.\nReview transactions and supporting documents for compliance with donor and organizational requirements.\nMonitor budget utilization and provide regular analysis on spending trends and burn rates.\nSupport project teams in budget planning, revisions, and financial forecasting.\nEnsure sufficient fund availability prior to processing grant-related payments.\nFinancial Reporting and Reconciliation\nPrepare accurate and timely monthly, quarterly, and annual financial reports for management and donors.\nReview General Ledger transactions and ensure proper coding and allocation of expenses.\nConduct regular account reconciliations including bank accounts, advances, receivables, and grant balances.\nPrepare financial analysis and variance reports for project management and decision-making.\nSupport grant closeout activities and final financial reporting requirements.\nCompliance and Internal Controls\nEnsure compliance with US Government regulations, including applicable provisions of Uniform Guidance (2 CFR 200), donor agreements, and organizational policies.\nMaintain adequate supporting documentation and grant files for audit and compliance purposes.\nConduct periodic reviews of financial transactions and grant activities to identify compliance risks.\nSupport internal audits, external audits, donor reviews, and monitoring visits.\nEnsure corrective actions are implemented for audit findings and compliance recommendations.\nPartner Financial Monitoring\nReview partner financial reports, supporting documents, and fund utilization to ensure accuracy, completeness, and compliance.\nConduct periodic financial monitoring visits and desk reviews of implementing partners.\nMonitor partner budget performance and expenditure trends against approved budgets.\nVerify that partner transactions comply with donor regulations, grant agreements, and organizational policies.\nFollow up on audit findings, monitoring recommendations, and corrective action plans.\nProvide financial management guidance, coaching, and capacity-building support to partner finance and program staff.\nAssess partner financial risks and recommend mitigation measures.\nEnsure timely submission and review of partner financial reports and liquidation documents.\nSupport partner financial assessments, audits, and donor monitoring visits.\nMaintain proper documentation of partner monitoring activities and compliance records. \nCapacity Building, Technical Support & stakeholders Management\nProvide financial guidance and support to project managers, budget holders, and partner organizations.\nConduct orientation and training sessions on donor regulations, grant management, financial procedures, and compliance requirements.\nSupport partner organizations in strengthening financial management and reporting systems.\nServe as a resource person on US Government grant financial requirements.\nCoordinate closely with program, operations, procurement, and grants teams to ensure effective grant implementation.\nLiaise with donor representatives, auditors, banks, government agencies, and other stakeholders on financial matters.\nSupport preparation of official correspondence related to grant financial management.\nMaintain strong working relationships with internal and external stakeholders.\n\nTax and VAT Management\nEnsure VAT and other applicable taxes are correctly recorded and charged to the respective US Government grants in accordance with donor regulations and organizational policies.\nMaintain accurate records of VAT incurred under grant-funded activities where tax exemption or refund is not applicable.\nTrack, compile, and reconcile VAT transactions on a regular basis.\nPrepare and submit Foreign Tax Reports (FTR) and related tax information to World Vision in accordance with donor and organizational reporting requirements.\nCoordinate with procurement, program, and finance teams to ensure completeness and accuracy of tax documentation.\nSupport tax compliance reviews, audits, and donor reporting requirements related to foreign taxes.\nMonitor and report foreign taxes charged to US government-funded projects to ensure transparency and compliance. \nKNOWLEDGE/QUALIFICATIONS FOR THE ROLE\nRequired Education, training, license, registration and certification\nBachelor's Degree in Commerce, Business Studies, or Equivalent\nRequired Professional Experience\nMinimum 3-5 years of progressive experience in finance, accounting, or grant financial management within an NGO, INGO, or donor-funded environment.\nAt least 2-3 years of direct experience managing or supporting US government-funded grants (e.g., USAID, USDA, BHA, CDC, Department of State, or other federal awards).\nProven experience in grant budgeting, financial reporting, fund management, and donor compliance.\nExperience in reviewing financial transactions to ensure allowability, allocability, reasonableness, and compliance with donor requirements.\nDemonstrated experience in partner financial monitoring, capacity building, and financial risk assessment.\nExperience in preparing and reviewing donor financial reports, budget forecasts, and grant reconciliations.\nExperience supporting internal audits, external audits, donor reviews, and compliance assessments.\nStrong understanding of internal controls, financial management systems, and accounting principles.\nExperience working with ERP/accounting systems and advanced proficiency in Microsoft Excel and financial reporting tools.\nExperience in VAT, tax compliance, and foreign tax reporting requirements for donor-funded projects is an advantage.\nGood interpersonal, problem-solving & time management skills\nWillingness to work under pressure with tight deadlines and to travel across the project areas.\nExperience of working in a computerized accounting environment.
