implementation across target municipalities in accordance with approved workplans, budgets, and timelines.\nDevelop detailed implementation schedules and monitor progress against project milestones.\nCoordinate with schools, communities, government authorities, contractors, suppliers, and implementing partners.\nFacilitate project planning, review, and coordination meetings.\nEnsure project activities are implemented in line with donor requirements, National WASH in Schools Guideline, World Vision policies, and approved technical standards.\nIdentify implementation challenges and coordinate timely corrective actions.\nBudget Management & Procurement (25%)\nMonitor project budgets, expenditures, commitments, and forecasts.\nEnsure efficient utilization of project resources and compliance with financial procedures.\nDevelop and track procurement plans aligned with project implementation schedules.\nCoordinate procurement of goods, services, consultancy services, and infrastructure works.\nSupport supplier selection, bid evaluation, contract management, and contractor performance monitoring.\nEnsure procurement processes comply with organizational and donor requirements.\nVerify contractor deliverables and payment requests against agreed milestones.\nMonitoring, Evaluation & Reporting(20%)\n· Monitor project progress against approved indicators, targets, and workplans.\n· Collect, verify, analyze, and maintain project data and supporting documentation.\n· Conduct routine monitoring visits and develop monitoring reports.\n· Prepare quality monthly, quarterly, annual, and donor reports.\n· Support outcome monitoring, learning reviews, and project evaluations.\n· Document good practices, lessons learned, case studies, and success stories.\n· Ensure data quality, accuracy, and timely reporting.\nSite Visits, Inspection & Quality Assurance (20%)\nConduct regular field visits to project sites in Oecusse, Ermera, Baucau, and Bobonaro.\nInspect WASH infrastructure works and verify compliance with approved designs, specifications, and standards.\nMonitor construction quality, contractor performance, and implementation progress.\n Verify work completion prior to payments and project handover.\nEnsure health, safety, environmental, and safeguarding standards are upheld at all project sites.\nIdentify construction risks, defects, delays, and implementation issues, and recommend corrective actions.\n Support infrastructure commissioning and handover processes..\nStakeholder Engagement & Representation (5%)\nMaintain strong relationships with municipalities, relevant government ministries, school directors, School Management Committees, community leaders, and project partners.\nRepresent the project in coordination meetings, workshops, and technical forums.\nFacilitate community consultations and stakeholder engagement activities.\nSupport risk identification, mitigation planning, and compliance monitoring.\nPromote inclusion, gender equality, disability inclusion, safeguarding, and community accountability throughout project implementation. \nRequired Professional Experience\nMinimum 3 years of relevant experience in project coordination, preferably in WASH in Schools, infrastructure, Program, or community development projects.\nExperience managing project budgets and monitoring expenditures.\nExperience coordinating procurement of goods, services, and construction works.\nExperience conducting field monitoring, site inspections, and contractor supervision.\nExperience working with schools, communities, local authorities, and development partners.\nRequired Education, training, license, registration and certification\nBachelor’s Degree in Civil Engineering, Environmental Health, Public Health, Water Resources Management, Community Development, Project Management, or a related field.\nTraining or certification in Project Management, WASH, Procurement, or Monitoring & Evaluation is an advantage.\nPreferred Knowledge and Qualifications\nBachelor’s Degree in Public Health, Environmental Health, Civil Engineering, Community Development, Project Management, or a related field.\nMinimum 3 years’ experience in project coordination, preferably in WASH, education, or community development.\nExperience in budget management, procurement, and project reporting.\nKnowledge of WASH programming, monitoring & evaluation (M&E), and stakeholder engagement.\nStrong communication, coordination, and reporting skills.\nProficient in Microsoft Office
