Community Engagement & Planning (20%)\nFacilitate partnerships and networking among local stakeholders (community groups, mass organizations, NGOs, government agencies) to mobilize resources for child well-being, aligned with ADP stakeholder mapping.\nBuild capacity for local partners of development principles as a sheetbed for growing technical models\nRaise community and partner awareness on World Vision’s identity, Core Values, and child-focused, community-based development approach.\nBuild capacity for communities and partners to participate in ADP planning and the annual community review process, ensuring relevance to local context, challenges, and opportunities.\nLead commune-level planning activities and facilitate annual community review and planning sessions to strengthen program impact, ownership, and sustainability.\nSupport communities and partners to develop and implement community-based disaster preparedness plans.\n2. Program Management & Technical Implementation (20%)\nWork with partners and team members to ensure a strong understanding of local context, vulnerabilities, risks, and opportunities in assigned communes.\nCollaborate closely with Technical Program Officers (TPOs) to build capacity for local partners on technical models, guidelines, and tools.\nFacilitate community-level implementation of technical models according to standard guidelines and ADP context.\nProvide supportive supervision processes with TPOs and partners to ensure technical quality of interventions.\nMainstream cross-cutting themes (Gender Equality, Disability and Social Inclusion (GEDSI), Disaster Risk Reduction - Response to Climate Change (DRR-RCC), Advocacy) across all project activities.\nMobilize established partnerships and networks to strengthen local advocacy for child well-being.\nSteward all resources entrusted to the community and DF role in compliance with WV financial policies and procedures.\nCoordinate procurement and strategic sourcing at commune level, ensuring transparency and compliance.\nIdentify potential/qualified local facilitators, and coordinate with TPOs to build capacity for local facilitators and strengthen the local facilitator network.\n3. Community-Level Design, Monitoring, Evaluation, Accountability and Learning (DMEAL) Support (15%)\nBuild capacity for communities and partners to conduct shared monitoring using locally appropriate tools.\nFacilitate community-based shared monitoring activities, compile findings, and support timely reporting to AP.\nLead community reflection meetings to review progress, promote learning, and identify actions for improvement.\nFacilitate annual Program Effectiveness/Quality self-review processes and community-based group self-assessments.\nSupport ADP-level DMEAL functions by collecting field data, monitoring the implementation of technical models, contributing to baseline surveys, evaluations, and knowledge products.\nSupport community participation in assessments, surveys, research opportunities, and evaluations.\nMonitor and report on commune-level project progress (ITT, narrative reporting), support program quality self-assessments, and contribute to ADP-level DMEAL requirements.\nDocument evidence-based practices and case studies to support internal learning, external engagement, and advocacy.\n4. Child Participation, Child Protection & Most Vulnerable (MVC) Inclusion (10%)\nStrengthen children’s participation and promote children’s voice and leadership throughout the program’s activities and approach.\nStrengthen and support commune-level child protection committees and community-based child protection mechanisms to ensure a safe and protective environment for children.\nBuild capacity for communities and partners to conduct, update, and use MVC mapping, and facilitate the process to ensure MVC are intentionally included and benefit from technical project interventions\nDocument best practices, lessons learned, and Most Significant Change (MSC) stories related to MVC and their families for learning, communication, and advocacy.\nMonitor MVC inclusion and evaluate their outcomes and impact across technical project interventions.\n5. Micro Projects and Community Development Initiatives Facilitation (10%)\nStrengthen community-based groups and build their capacity to design, plan, and implement micro projects and community development initiatives (CDIs) that complement ADP objectives.\nIdentify and mobilize partners and community groups for micro project and CDIs.\nFacilitate community-based group implementation, monitoring, and reporting on micro projects and CDIs.\n6. Sponsorship Integration & Child Monitoring (10%)\nEnsure Sponsorship Integration is embedded in Annual Community Review and Planning (ACRP), promoting strong alignment with program activities and strengthening Community-Led Care & Protection and Children’s Participation & Voice.\nSupport integration of sponsorship into Technical Programs and Community Engagement and Sponsorship Plan (CESP) to ensure Registered Children (RCs) actively participate in and benefit from program interventions.\nSupport RC monitoring and case management in assigned communes, ensuring adherence to protocols for child incidents (death, sickness, accident, protection concerns).\nIntegrate sponsorship communications (photos, content gathering, activities) into program events where appropriate.\nSupport the ADP Manager in capturing Transformational Stories and other content for Support Offices (SO).\nContribute to the effective, timely delivery of sponsorship engagement features in line with quality standards.\n7. HEA-DRR (Humanitarian & Emergency Affairs / Disaster Risk Reduction)\nIntegrate Disaster Risk Reduction - Response to Climate Change (DRR-RCC) considerations into program planning, implementation, and monitoring.\nCoordinate with partners and staff to support emergency response efforts in the ADP when needed, ensuring compliance with humanitarian standards and accountability.\n8.
