Scope\nEnsuring HSSEQ goals, objectives and targets are met through personal leadership and involvement.\nSafe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents 'best value' for the Owner and their Stakeholders.\nTo provide Cost and Estimating management, leadership and support for all Project activities.\nOversee Budget, Cost, Estimating, Progress Measurement and Forecasting activities of the EPC Contractor and ensure these are aligned to the overall Project objectives.\nSupport the Project Controls Manager and provide functional support to the Project PMC and Owner's teams.\nPrincipal Accountabilities\nChampion the Project Safety culture, behaviors and engagement activities.\nReports to PMC Project Controls Manager and works under his direction.\nIdentifying, evaluating, and resolving Planning, Cost Control and Financial issues during the EPC Contract phase.\nReviews, monitors and controls Project costs.\nReview the EPC Contractor's Work Breakdown Structure (WBS) to assure compliance with the contractual scope of work to be used while preparing the total Project scope, Project coding, Project schedules and cost reporting.\nReview EPC Contractor's proposed measurement weight factors.\nReview the EPC Contractor work schedule and ensure that the sequence and logic used is correct for Engineering, Procurement, Construction, Pre-commissioning, Commissioning, Start-up and Performance Testing.\nReviews, monitors and controls costs, schedules, deliverables, programs, progress and productivity.\nVerify EPC Contractor requests for payments, including the required supporting documents and achievement of milestone events, and certify their entitlements for payments accordingly.\nEnsure that adequate information is supplied to verify progress claims against milestones and invoices submitted, including calling for further information to substantiate progress claims where necessary, prior to payment by the Owner.\nReview EPC Contractor's invoices, progress measurement and forecasts, and provide assessments to Project senior management.\nReview Project Business Plans and Execution Strategies to provide input to strategic priorities, operating budgets and cost forecasts.\nReview EPC Contractor's nominated subcontractors' unpriced bid submissions for Progress Measurement and Reporting requirements.\nEnsure that PMC procedures for Estimating, Progress Measurement and Forecasting are approved and implemented.\nProvide functional input to the review and approval of EPC Contractor's invoices and Change Order proposals.\nParticipate in Project risk reviews, constructability reviews and value engineering workshops.\nProvide functional input to PMC weekly/monthly progress reports and presentations to the Owner and provide exception reports related to the overall Project cost.\nReview EPC Contract close-out reports and performance evaluation reports and provide functional input to Project senior management.\nReview PMC systems and procedures to provide functional input and support continuous improvement.\nEstablish and implement a Project statistical database for benchmarking purposes.\nReview Project short-term and medium-term constraints and concerns to provide mitigation plans and corrective actions.\nAvoid or minimize variations from the EPC Contractor by taking proactive and preventive actions.\nPerform trend analysis on both schedule and cost for early identification of potential deviations and advise the Owner of their implications.\nEvaluate EPC Contractor change orders and claims requests for any engineering, equipment, materials and construction extras, as well as schedule extensions, with recommendations to approve, modify or reject.\nPrepare Project cost reports for the Owner, highlighting current expenditure, commitments and forecast payments to the EPC Contractor.\nParticipate in the preparation of Project progress reports addressing cost and schedule trends, productivity and actions taken.\nParticipate in the close-out of the early work phase and the EPC Contract.\nAssist in the administration of financial agreements, drawdown forecasts of loan funds, cash flow of all funds and other financial aspects.\nMonitor cash flow in multiple currencies.\nSupervise internal and external audits\nMonitor budgets.\nStructure and approve timely payment of the EPC Contractor.\nMonitor exchange rates and sources of funds.\nProvide total financial reviews and job financial close-out.\nReview all necessary cost and schedule trending and reporting functions in respect of its services and ensure that the EPC Contractor performs such activities related to Project execution, including the following requirements:Ensure the raising of necessary documentation as per Project-approved procedures for Change Order requests covering any changes in scope.\nReview the detailed cost estimates prepared by the EPC Contractor for all such Change Order requests and supporting documentation of the anticipated impact on cost and/or schedule.\nEnsure execution of the EPC Contractor scope of work according to the EPC Contract price, terms and conditions.\nMaintain up-to-date registers documenting the status of Change Order requests as per approved procedures.\nEnsure inclusion of cost and schedule trends prepared by the EPC Contractor in formats approved by the Owner as part of the Monthly Progress Report.\nMaintain records of associated costs for each Change Order.\nReview, comment on and approve EPC Contractor cost reports and cash flow.\nReview updated Project budget cost estimates (if required) for cost monitoring and control.\nPrepare Project cost control and budget monitoring reports.\nPerform necessary cost estimate studies as required.\nParticipate in value engineering activities.\nPerform risk assessment module activities.\n\nQualifications and Experience:\nA bachelor’s degree in a relevant engineering discipline, or an equivalent qualification from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including at least five (5) years of experience in the GCC region (preferred).\nMust have a minimum of three (3) years of experience in a similar position on major international Oil & Gas or Petrochemical projects.\nFEED and EPC project experience is required.\nExperience in PMC roles is
