Employee ID: N/A\nDepartment: Water Quality & Technical\nDirectly report to: Water Quality Manager\n\n Duties & Responsibilities:\n\n DUTIES AND RESPONSIBILITIES\nMISSION 1 – LEAD ISO/IEC 17025 ACCREDITATION\nPrimary priority until accreditation is obtained.\nLead the preparation and implementation of the ISO/IEC 17025 accreditation process in coordination with the Water Quality and Technical Manager and external consultants, where applicable.\nConduct a comprehensive gap assessment against ISO/IEC 17025 requirements and develop a detailed accreditation action plan with clear milestones, responsibilities and deadlines.\nCoordinate the development, revision and implementation of required laboratory procedures, SOPs, technical records and quality management documentation.\nEnsure the implementation of technical requirements related to analytical methods, method verification and validation, measurement uncertainty, equipment calibration, metrological traceability and quality control.\nEstablish appropriate systems for sample identification, handling, storage, testing and result traceability.\nCoordinate the implementation of laboratory quality assurance activities, including internal quality controls, proficiency testing and interlaboratory comparisons where applicable.\nIdentify laboratory staff competency and training requirements, coordinate necessary training and establish technical competency assessment and authorization procedures.\nPrepare the laboratory for accreditation assessments, including coordination of internal audits, management reviews and mock assessments.\nCoordinate technical preparation for external assessments, respond to identified nonconformities and ensure the implementation and verification of corrective actions.\nMonitor and report accreditation progress, identify potential delays and risks, and propose corrective measures to ensure the achievement of accreditation objectives.\nAct as the main technical focal point for ISO/IEC 17025 implementation, working closely with consultants, laboratories and the Water Quality and Technical Manager.\nMISSION 2 – LABORATORY QUALITY ASSURANCE AND TECHNICAL COMPLIANCE\nDuring the accreditation phase and on an ongoing basis.\nEnsure laboratory analytical methods and quality control procedures meet applicable technical requirements.\nReview the reliability, accuracy and traceability of laboratory results.\nReview, validate and authorize laboratory test reports within the scope of the Supervisor's documented technical authorization.\nIdentify analytical nonconformities, investigate their causes and coordinate corrective actions.\nEnsure appropriate calibration, verification, maintenance and documentation of laboratory equipment.\nMonitor compliance with laboratory health, safety and chemical handling procedures.\nSupport the standardization of testing procedures and quality control practices across Teuk Saat 1001 laboratories.\nEnsure the continued effectiveness of the laboratory quality management system after accreditation.\nMISSION 3 – LABORATORY TEAM AND OPERATIONS MANAGEMENT\nTo be activated after successful completion of ISO/IEC 17025 accreditation.\nSupervise Laboratory Officers and Interns across Teuk Saat 1001 laboratories, ensuring the effective organization of daily testing activities.\nPrepare monthly laboratory work plans, coordinate staff assignments and monitor laboratory performance.\nConduct regular team meetings, performance evaluations and competency assessments.\nIdentify staff development needs, organize training and promote continuous improvement of technical competencies.\nCoordinate laboratory testing schedules to ensure timely completion of planned analyses.\nManage laboratory inventories, equipment, reagents and consumables within the allocated budget.\nPrepare procurement requests and coordinate equipment maintenance and calibration activities.\nConduct regular technical supervision visits to provincial laboratories to monitor compliance with laboratory procedures and quality requirements.\nEnsure continuity of laboratory services, efficient resource allocation and timely resolution of operational issues.\nCoordinate relevant staff administrative responsibilities in accordance with organizational HR policies.\nMISSION 4 – REPORTING, CONTINUOUS IMPROVEMENT AND TECHNICAL SUPPORT\nPrepare regular progress reports on accreditation implementation, including completed activities, outstanding requirements, risks and corrective actions.\nMaintain accurate and traceable laboratory documentation, testing records and quality management information.\nMonitor laboratory quality and performance indicators and identify opportunities for improvement.\nCoordinate the investigation of critical or noncompliant water quality results with the Water Quality and Technical Manager.\nSupport the implementation of corrective and preventive actions to strengthen laboratory reliability and performance.\nAfter accreditation, prepare monthly laboratory performance reports covering testing activities, quality compliance, equipment readiness and team performance.\nContribute to research activities, technical trials and laboratory improvement projects as assigned by the Water Quality and Technical Manager.\nPerform other relevant technical duties assigned by the Water Quality and Technical Manager.\n\n Expected Profile of Candidates \n\n Languages:\n\n Khmer - Fluent\nEnglish - Good\n\n Qualifications:\n\n Bachelor's Degree in • Chemistry, Microbiology, Environmental Science, Food Science or a related scientific discipline.\n\n Work History:\n\n Laboratory for 5 to 10 years\n\n Skills & Knowledge:\n\n General & Technical Skills \n\n Technical Competencies\nStrong understanding of ISO/IEC 17025 requirements and their practical implementation.\nKnowledge of laboratory quality management systems, documentation and internal auditing.\nExperience with analytical method verification and validation, measurement uncertainty and quality control.\nKnowledge of laboratory equipment management, calibration and metrological
