Contingent upon contract award.\nRequired qualifications\n Direct MCC and/or MCA (Millennium Challenge Account) procurement experience\nBachelor's degree, or recognized procurement certification (CIPS/MCIPS, CPPO, CPPB, NIGP-CPP, CPSM, CPSD) in lieu at MCC's discretion\n10+ years of public or donor-funded procurement experience, including 5+ years in a lead or management role\nWorking knowledge of the MCC PPG, SBDs and MCC Policy on Preventing, Detecting and Remediating Fraud and Corruption\nDemonstrated development and review of bidding documents, evaluation reports and contracts for goods, works and services\nFluency in written and spoken English\nProficiency in Microsoft Office\nResponsibilities\nLead a team of Senior and Junior Procurement Specialists across goods, works, consulting and non-consulting services procurements\nPlan and manage the Procurement and Grant Plan Package (PGPP), General Procurement Notices and the Procurement Implementation Plan\nAdapt and finalize the Interim Procurement Operations Manual (IPOM) and Interim Bid Challenge System (IBCS) within one month of effectiveness\nOversee solicitation documents, evaluation panels, evaluation reports, negotiations and contract finalization\nServe as primary liaison to the AE, MCC COR and MCC procurement staff; obtain all required approvals\nEnforce fraud and corruption prevention, conflict-of-interest controls and confidentiality\nDeliver AE staff training, monthly execution presentations and market outreach events\nManage transition and handover of records to the compact-length Procurement Agent\nPreferred qualifications\nPrior service as IPA, Procurement Agent or MCA procurement director\nExperience under multiple frameworks (e.g., U.S. Government/FAR and World Bank)\nMaster's degree in procurement, business, law, engineering or related field\nExperience in West Africa, Southeast Asia or the Pacific\nFrench language skills\nEEO Statement\nXLA is committed to the full inclusion of all qualified individuals and is an equal opportunity employer committed to supporting equality and integrity in the workplace, professional development and education, and an entrepreneurial atmosphere. \nWe encourage qualified individuals with disabilities to apply.
