As a member of the contract management team, the DCM is responsible for managing customer relationships, developing integrated program strategy, and coordinating matrixed corporate and program support to the contract.\nThis position ensures contract-related activities, including Government interface, personnel management, program management, and budget management are conducted in accordance with the contract, FFSP policies and applicable laws. The DCM is expected to ensure all contract deliverables are provided on time IAW all Performance Work Statement (PWS) requirements and meet or exceed government expectations. The DCM will have frequent interface with government customers cultivating working relationships that enhance contract operations.\nThe DCM reports directly to and supports the Contract Manager in providing senior oversight for all contractual requirements.\nEssential Duties and Responsibilities\n Government InterfaceIn the absence of the Contract Manager, assumes the duties of the Contract Manager and serves as the primary Point of Contact for the Contracting Officer (KO), Contracting Officer’s Representative (COR), and the Government Program Manager. Attends meetings with Government Program Representatives with Contract Manager or on his/her behalf; establishes and maintains effective working relationships.\nCommunicate regularly with Government Program Representatives to discuss contract status, staffing, performance, and emerging requirements.\nCoordinate government inquiries, data requests, and taskings with Contract Manager and appropriate corporate and contract personnel to ensure timely and accurate responses.\nSolicit and evaluate Government customer feedback to identify opportunities to improve service delivery, contract performance, and customer satisfaction.\n\n Program Management SupportSupport the Contract Manager in providing senior-level oversight and leadership for the CNIC FFSP Global Contract.\nCoordinate matrixed corporate and program resources to ensure effective execution of contract requirements across all program areas.\nDevelop and implement integrated program strategies to support contract objectives, operational requirements, and Government priorities.\nSupport preparation of briefings, reports, status updates, and other contract documentation required by Government or company leadership.\nCoordinates with contract and corporate operations support functions under the contract including Business Management, Finance, Human Resources, Information Systems Department (ISD), Learning and Development (L&D), Reporting, Compliance and Quality to meet mission success against consistent company practices.\n\nContract MonitoringMonitor overall program performance and operational activities to ensure alignment with PWS requirements, customer and company policies, and applicable laws and regulations.\nSupport the Contract Manager in assessing program risks, developing mitigation strategies, and implementing corrective actions as needed.\nFacilitate timely resolution of contract-related issues and coordinate corrective actions when performance deficiencies or compliance concerns are identified.\nDevelops the strategy and approach for contract reporting and ensures that all deliverables meet or exceed all stated requirements.\nEnsures contract performance, budget and other performance standards are exceeded for assigned operational areas.\nDevelops, implements and maintains standard operational policies, procedures, guidelines and documentation in support of the program for the effectiveness and efficiency of operations.\n\nQuality ControlProvide quality assurance oversight to ensure program operations and deliverables consistently meet or exceed PWS requirements and Government expectations.\nMonitor trends in quality, customer feedback, performance metrics, and compliance indicators to identify recurring issues and areas for improvement.\nPromote continuous process improvement practices across contract operations.\nThe DCM ensures successful execution of the program and provides reporting, briefing, quality control, budget execution and other support as required.\n\nPersonnel Management and SupervisionSupervises Senior Operations Managers who provide direct supervision and support to a geographically dispersed staff.\nProvide leadership and oversight of all contract personnel in coordination with the Contract Manager.\nMonitor employee performance and address personnel-related issues in coordination with appropriate corporate leadership and HR personnel.\nSupport implementation of employee training, professional development, and performance improvement initiatives.\nSupport employee recognition, engagement, and retention efforts that contribute to consistent and high-quality performance.\n\nPerforms other duties as assigned.\nRequired Qualifications:\nMaster’s degree with a preference in a behavioral health discipline.\nTen (10) years or more demonstrated experience with military family support programs.\nTen (10) years or more personnel management/staff supervision experience.\nTen (10) years or more demonstrated experience with government contracting process through prior work experience.\nProfessional experience with managing clinical counseling programs and leading counseling staff in support of a federal contract.\nProficient in Microsoft Office Suite\nPrior budget management experience\nExcellent oral/written communication skills.\nAbility to effectively manage multiple priorities and lead change management activities. Must be a US Citizen in order to access to U.S. Government facilities and systems.\nA valid driver's license, transportation, and auto insurance are required to travel to assigned locations and nearby facilities as needed.\nMust pass a pre-employment background check and government clearance.\nPreferred Qualifications:\nExperience managing social service program administration/management programs including multi-disciplinary areas of responsibility.\nClinical state licensure at the full clinical practice level (i.e., LCSW; LPC; LMFT, PhD; or PsyD)\nExperience with government program management, design, development, implementation, evaluation and reporting.\nSuccessful experience using technology tools for the management of staff to include platforms such as an HRIS (UltiPro), Financial (Deltek) and Learning Management Systems.\nPMP Certification\nRequired Competencies: To perform the job successfully, an individual should demonstrate the following competencies:\nProgram Management: Demonstrates an effective management philosophy and has successfully led a diverse staff across multiple programs and functionalities.
