AECOM is seeking a Construction Project Management Manager to lead and grow construction management services supporting transportation infrastructure projects throughout Texas. This role is an opportunity for an experienced construction management professional with a strong District Engineer, Area Engineer, Resident Engineer, or senior TxDOT construction management background to provide technical leadership, mentor and develop a high-performing construction management team, and help deliver complex transportation projects for public-sector clients.

The successful candidate will bring a broad understanding of Texas transportation project delivery, including highways, bridges, tunnels, roadway improvements, and other major infrastructure. Experience working with TxDOT as well as municipal and county transportation agencies is highly valued. In addition to project delivery, this position will play an important role in resolving complex construction issues, maintaining strong QA/QC practices, supporting operational performance, and contributing to the growth of AECOM's Texas transportation business.

This is a leadership position for someone who can combine construction expertise, client relationships, team leadership, and business development. The ideal candidate will be comfortable representing AECOM with clients, mentoring construction managers and inspectors, identifying opportunities, contributing to proposals, developing winning strategies, and helping "sell the team" by demonstrating the depth and capabilities of AECOM's construction management organization.

Key Responsibilities

  • Lead construction management and project delivery activities for major transportation infrastructure projects throughout Texas, including highways, bridges, tunnels, roadway improvements, and related infrastructure.
  • Provide senior-level technical and operational leadership to construction management teams, drawing on experience as a District Engineer, Area Engineer, Resident Engineer, Construction Manager, or similar leadership role.
  • Mentor, coach, and develop construction managers, resident engineers, inspectors, project engineers, and other construction management professionals to build technical depth and future leadership capabilities.
  • Provide guidance on complex construction issues, disputes, claims, schedule challenges, change orders, constructability concerns, contractor performance, and field-related problems.
  • Serve as a senior technical resource and escalation point for project teams, helping develop practical and defensible solutions to challenging construction and project delivery issues.
  • Establish and maintain effective QA/QC practices across construction management assignments, ensuring project documentation, inspections, reporting, contract administration, and deliverables meet AECOM and client requirements.
  • Oversee project delivery, staffing, workload, financial performance, schedules, quality, risk, and operational execution across assigned construction management programs and projects.
  • Work closely with project managers, construction managers, engineers, inspectors, and technical specialists to ensure projects are delivered safely, efficiently, and in accordance with contract requirements.
  • Build and maintain strong relationships with TxDOT Districts, municipalities, counties, regional transportation authorities, and other transportation agencies throughout Texas.
  • Represent AECOM in client meetings, project reviews, industry events, and other forums, serving as a trusted advisor on construction management and project delivery.
  • Identify and pursue opportunities for construction management and transportation services throughout Texas, leveraging existing client relationships and developing new relationships with public-sector transportation agencies.
  • Support marketing and business development activities, including client engagement, opportunity identification, capture planning, teaming strategies, and development of pursuit strategies.
  • Lead or contribute to proposal development, including technical approaches, project understanding, staffing plans, organizational charts, project experience, management strategies, and written content.
  • Help position and "sell the team" by effectively communicating AECOM's construction management capabilities, local expertise, technical resources, and ability to successfully deliver complex transportation programs.
  • Participate in interviews and client presentations, helping develop compelling approaches and demonstrating AECOM's value to prospective clients.
  • Support development of a strong Texas-wide construction management practice by identifying talent needs, strengthening technical capabilities, sharing best practices, and promoting collaboration across offices and districts.
  • Collaborate with AECOM's transportation, engineering, program management, environmental, and other technical teams to pursue and deliver multidisciplinary projects.
  • Promote a culture focused on safety, quality, accountability, client service, technical excellence, and continuous improvement.

Minimum Requirements

  • Bachelor of Arts or Bachelors of Science + 8 years of relevant experience or demonstrated equivalency of experience and/or education

Preferred Qualifications

  • Professional Engineer (PE) license in Texas or the ability to obtain a Texas PE license.
  • Previous experience as a TxDOT District Engineer, Area Engineer, Resident Engineer, Construction Manager, or comparable senior transportation construction leadership position.
  • Demonstrated experience leading construction management teams on major transportation infrastructure projects, including highways, bridges, tunnels, or other complex roadway infrastructure.
  • Strong knowledge of Texas transportation project delivery practices, including experience working with TxDOT and/or municipal, county, regional, or other public-sector transportation agencies.
  • Demonstrated success mentoring, developing, and retaining construction management professionals and building high-performing project teams.
  • Experience managing complex construction issues involving contractors, claims, change orders, schedules, constructability, contract administration, and project risk.
  • Demonstrated experience with QA/QC programs and construction management procedures for large transportation projects.
  • Experience with project operations, financial performance, staffing, workload management, and overall delivery of construction management programs.
  • Established relationships with TxDOT Districts and/or Texas municipal, county, regional transportation, or other public-sector transportation agencies.
  • Demonstrated business development and marketing experience, including identifying opportunities, developing client relationships, supporting capture strategies, and contributing to winning transportation pursuits.
  • Strong proposal writing and presentation skills, with experience developing technical approaches, management strategies, staffing plans, and interview presentations.
  • Ability to effectively communicate AECOM's value proposition and position construction management teams for successful pursuits and long-term client relationships.
  • Ability to travel throughout Texas to support projects, clients, and business development activities as needed.
