Job Description
- Deliver program and project management support across NWS portfolios, programs, and IT initiatives.
- Support planning, execution, monitoring, control, and project close out using industry standard project management principles.
- Develop, update, and maintain project schedules, Integrated Master Schedules (IMS), risk registers, dashboards, and status reports.
- Monitor and manage cost, schedule, scope, performance metrics, risks, issues, and action items.
- Support CPIC activities including investment reporting, baseline change requests, and data call responses.
- Prepare and maintain high quality project artifacts such as plans, briefings, reports, charters, SOPs, and business process documentation.
- Facilitate and support governance boards, IPT meetings, and stakeholder reviews.
- Assist with budget formulation, execution tracking, and financial reporting.
- Support acquisition related activities such as RFIs, SOWs, RFPs, and procurement documentation (non inherently governmental functions only).
- Communicate complex concepts clearly and effectively to technical teams, leadership, and executive level stakeholders.
- Contribute to audits, independent assessments, and continuous improvement initiatives.
The Program Manager II provides mid to senior level portfolio, program, and project management support for NOAA’s National Weather Service (NWS). This role supports medium to large scale IT initiatives and strategic programs, ensuring alignment with federal policies, CPIC requirements, and NWS governance processes. The PM collaborates closely with government program managers, integrated project teams, and stakeholders to plan, execute, monitor, and report on project performance across the full lifecycle. The ideal candidate is a strong communicator and proactive problem solver, capable of managing complex projects in a dynamic environment.
JOB DUTIES AND RESPONSIBILITIES
Education and Background
- Bachelor’s degree in business, management, IT, or a related field.
- 5-8 years of experience supporting federal IT programs or projects.
- PMP® or equivalent project management certification.
- Strong understanding of portfolio, program, and project management frameworks and best practices.
- Proficiency with Microsoft Office (Word, Excel, PowerPoint, Project), Smartsheet, Visio, and cloud based collaboration tools.
- U.S. citizenship required to meet federal contract eligibility requirements.

Working Conditions
- Work performed in a professional office environment at NOAA facilities or remotely as approved.
- Occasional travel to NOAA locations in the Washington, DC Metro Area.
