Job Description:

CONTEXT OF THE POSITION…

This role covers Human Resource management (defining HR strategy, leading HR services under central guidance) and Site Service management (overseeing Security, EHS, and Facility Management) as part of the management team reporting operationally to the ALS General Manager.

ACCOUNTABILITY

As the Head of HR & Workplace at Airbus (Chengdu) Lifecycle Services Ltd. (ALS), the role holder will direct key operational priorities and oversee activities across primary areas:

Strategic activities

• Develop the overarching organizational strategy and formulate actionable implementation plans to operationalize strategic goals on people related matters.

• To lead the whole company’s EHS, make the safety policy and keep all employees healthy.

• To establish a green-eco aircraft recycling usage system in accordance with environmental requirements.

Client activities

• Communicate with production and other internal customers to clarify the request and provide the right site management service at the right time.

• Implement the EHS and Security training to employee and other contractors to keep a good safety and security awareness and promote the self-discipline level.

• Deliver qualified Security, FM and EHS service to the site business need.

• Deliver the consumption and the dangerous waste amount to the customers and drive the saving activity of the whole site.

Operational activities

1. Human Resources

• Define HR procedures and ensure compliance with local legal requirements following policy/legal guidance.

• Ensure the company follows the defined HR related campaigns of Airbus in China, including but not limited to performance review, salary review, team review, resource review, etc.

• Lead the local HR team members to provide HR related service to business, including but not limited to recruitment, training, employee case handling, certification & staffing, employee personnel-file, employee discipline management, HR policy explanation & implementation, payroll management and compensation analysis, etc.

• Being the local Human Resource & Work Place point of contact in liaison with Roof CoE for HR governance, HR policy, Global Mobility Management, etc.

• Ensure the payroll of employees are proceeded as per defined timeframe with handling by team members.

• Ensure recruitment policy & processes are in line with Airbus roof guidance.

• Design, implement & revise with roof C&B for dedicated salary structure and scheme for employees taking industry reference.

• Give advice to businesses on HR related matters and policy.

• Establish compliant local HR practices, direct Airbus China HR initiatives, and lead end-to-end site HR services-including recruitment, payroll, compensation & benefits, and learning and development.

• Partner with the Roof CoE to advise business leadership and advance broader corporate strategic objectives.

2.Security

• Lead site security management to protect assets, employees, facilities, and reputation, ensuring compliance with site security plans.

• Lead the site security team to protect our activities and valuable assets, such as our employees, information, technological heritage, products, facilities and reputation against hostile acts.

• Be responsible for the security of the Chengdu site and its assets including fire-fighting.

• Define and enforce the security policy for people and property.

3.EHS

• Implement the OHS (occupational health safety), and EMS (environment management system) to keep a safe, clean and energy effective production environment.

• Implement Airbus EHS policies, directives and procedures and support development of Airbus Company related regulations and be responsible for monitoring environmental regulations and setting-up relevant KPIs.

• Assist business to identify applicable EHS legal requirements and potential EHS impacts, hazards and risks.

• Cooperate with Part-145 Safety & Quality Department, make sure the company meets the legal law requirements and meanwhile ensure the EHS Impacts & risks are well under control.

• Communicate, promote and train to embed health and safety in the business culture and drive a behaviour based Health&Safety culture with systematic adherence to standards.

• Lead improvement actions in EHS topics and supervise the follow up of accidents.

• Ensure the environmental compliance of existing infrastructure and development projects.

• Lead the management of waste from the sites and in particular those of the group's recycling activity, in accordance with the applicable regulations.

4. Facility Management

• Monitor energy performance and execute approved investment plans.

• Implement required facilities and manage project execution, budgets, schedules, and data protection.

• Partner with procurement on site management subcontracts and enforce Airbus policies with contractors.

• Ensure the regulatory compliance of the facilities and equipment within his/her scope.

• In charge of service supplier mgt including shuttle bus, on-site maintenance, travel service, etc.

• Cooperate with the procurement department to set up the sub contract to deliver the related site management service.

5. Other activities

• Communicate and coach the team to develop the skills and keep a good engagement, and maintain a high performance team.

• Plan and execute the right training program for the team.

• Ensure site regulatory compliance and coordinate with internal teams, sub-contractors, and external authorities(Security, Environment, Fire Brigade, etc.) .

• Establish SMART goals, monitor service KPIs, and perform additional ad-hoc management duties.

• Execute additional duties and ad-hoc responsibilities as requested by management.

• Other tasks assigned by the manager.

Outputs

Financial Outputs

• Ensure timely completion of budget planning processes.

• Maintain effective oversight to keep the operational budget healthy and on track.

• Ensure a safe, secure, and comfortable workplace while optimizing energy expenditures.

• Deliver required entity outputs and results for organizational HR campaigns.

Client related Outputs

• Ensure client requirements are addressed within the designated timeframes.

• Realize EHS targets through dedicated site commitment and active support.

• Maintain a safe, secure, and conducive operational workspace.

• Uphold a comfortable working atmosphere while optimizing total energy expenditures.

Operational Outputs

• Make sure to secure a safe operation environment.

• Full implementation of the EHS management system.

• Deliver a secure condition on site property and production activity.

• Deliver a comfortable work environment to guarantee the facilities availability.

• On-boarding of employees adheres to recruitment needs and management of the overall employee cycle including mobility, performance management, transfer, promotion, leaving, etc.

• Delivery of HR solutions on request.

QUALIFICATION

• EDUCATION:Bachelor degree or above.

• EXPERIENCE:

  • Minimum 5 years HR/ Site Service working and leadership experience preferably in the Aviation industry, in MNCs. Working experience in Supplier Management and project management is preferred.

  • Experience in Dangerous Goods Management is preferred.

  • Basic Skills: Fluent English, Familiar with related regulations.

• CERTIFICATION:

  • Registered safety engineer (level intermediate or above) / CCAR-398 is preferred.

• LANGUAGE:

Excellent in communication in English, including reading, writing and speaking, and familiar with related regulations.

• KNOWLEDGE / TECHNICAL SKILLS:

  • Proficiency in industrial, aeronautical and environmental ISO standards/ EHS regulations.

  • Knowledge of the regulatory framework of countries of operation on Site Service/ HR related domains.

  • Specific knowledge of the MRO field.

  • Basic understanding on :

    • Electricity, Water treatment, Industrial buildings and equipment (overhead cranes, industrial doors…) , Airport safety or Fire safety.
