Amentum is a US government and critical infrastructure services contractor headquartered in Chantilly, Virginia, providing engineering, technical, mission support and operations services in defense, intelligence, space, energy and environment markets. It has about 50,000 employees in more than 70 countries, is listed on the New York Stock Exchange, and absorbed PAE in 2022 before combining with the Jacobs critical mission solutions business in 2024. Openings include aerospace, GN&C and reliability engineers, aircraft workers, database administrators, software engineers, biometric enrollment specialists and paralegals.

Amentum has an exciting opportunity for an experienced Lead Cleared American Guard (LCAG) to support a secure construction project in Okinawa, Japan.

The LCAG serves as the frontline supervisor and operational leader for assigned Cleared American Guard (CAG) personnel and is responsible for the successful execution of construction security operations. Working under the direction of the Site Security Program Manager (SSPM) and designated site security leadership, the LCAG provides leadership, supervision, and accountability while ensuring the security integrity of the construction site, Secure Storage Area (SSA), Secure Work Area (SWA), construction materials, equipment, and other controlled assets.

The LCAG is responsible for both mission accomplishment and the professional welfare of assigned personnel, including staffing and post coverage, operational readiness, personnel development, safety, performance, and consistent execution of established security requirements.

Primary Responsibilities

  • Lead, supervise, and coordinate assigned CAG personnel in daily construction security operations.
  • Plan and manage staffing, post assignments, rotations, breaks, patrols, escorts, access-control activities, and other CAG responsibilities to maintain required security coverage.
  • Maintain personnel accountability and ensure assigned security posts and operational requirements remain appropriately staffed.
  • Conduct shift briefings to ensure personnel understand current construction activities, security requirements, post orders, prohibited items, special instructions, and emerging concerns.
  • Anticipate staffing, security, safety, and operational requirements and address potential issues before they affect mission accomplishment.
  • Monitor employee performance, conduct, attendance, readiness, and compliance while providing coaching, mentoring, and corrective guidance when required.
  • Train and develop newly assigned and less-experienced CAG personnel in access control, screening, patrol, escort, reporting, safety, and site-specific security procedures.
  • Maintain awareness of employee morale, fatigue, working conditions, and other factors that may affect personnel welfare, safety, or mission effectiveness.
  • Promote a professional, disciplined, and cohesive team environment and address personnel concerns or conflicts at the appropriate supervisory level.
  • Coordinate closely with the SSPM, CST personnel, construction representatives, and other security leadership to ensure continuity of security operations.
  • Take appropriate action within assigned authority and promptly elevate significant security, personnel, staffing, or safety concerns to the SSPM or designated site leadership.
  • Ensure CAG personnel comply with the Construction Security Plan (CSP), Standard Operating Procedures (SOPs), Special Instructions, post orders, and applicable U.S. Government security requirements.

Construction Security & Access Control

  • Lead and participate in access-control operations at designated pedestrian and vehicle entrances.
  • Perform and oversee screening and inspections of personnel, vehicles, equipment, tools, packages, materials, boxes, crates, and other items entering or exiting controlled construction areas.
  • Prevent unauthorized personnel from entering controlled areas and deny the introduction of prohibited materials, including unauthorized electronic devices, weapons, explosives, and other restricted items.
  • Maintain the security integrity of the construction site, SSA, SWA, construction materials, equipment, furniture, fixtures, and other controlled assets.
  • Control and monitor access to the SSA, SWA, and other restricted areas in accordance with approved procedures.
  • Conduct and supervise random inspections, security checks, and roving patrols to identify prohibited materials, unauthorized activities, security deficiencies, or suspicious conditions.
  • Conduct and coordinate personnel, vehicle, material, and equipment escorts as required.
  • Recognize and report suspicious behavior, unauthorized materials, unusual conditions, potential concealment methods, security anomalies, and attempted unauthorized access.
  • Support the secure receipt, movement, storage, accountability, and protection of construction materials and controlled items.
  • Maintain accountability and positive control of assigned keys, badges, radios, screening equipment, and other security-related assets.

Operational Leadership & Coordination

The LCAG must maintain awareness of ongoing and upcoming construction activities and their potential impact on CAG operations, including workforce movements, deliveries, subcontractor activities, material movements, access requirements, and other conditions requiring adjustments to staffing, screening, patrols, escorts, or security coverage.

The LCAG is expected to identify problems, develop practical solutions, and act within established authority without requiring continuous direction. Matters exceeding the LCAG's authority shall be promptly elevated to the SSPM or designated site leadership with a clear explanation of the issue, operational impact, and recommended course of action.

The LCAG shall communicate professionally with CAGs, CSTs, contractors, subcontractors, Government representatives, and program leadership while ensuring security requirements are consistently and appropriately enforced.

Documentation & Reporting

The LCAG is responsible for ensuring assigned CAG activities and reportable security matters are properly documented. Required documentation may include:

  • Daily security and activity logs
  • Incident, violation, and deviation reports
  • Access-control and screening records
  • Patrol and inspection documentation
  • SSA/SWA access records
  • Shift turnover and pass-down information
  • Personnel accountability and post assignments
  • Equipment, key, badge, and radio accountability records

Significant security incidents, suspicious activities, prohibited items, unauthorized access attempts, procedural deviations, and other reportable conditions shall be immediately communicated to appropriate site leadership and documented in accordance with established procedures.

Safety & Operational Requirements

  • Maintain working knowledge of construction safety requirements and reinforce safe practices among assigned personnel.
  • Identify, address, or report unsafe conditions that could affect employees, construction personnel, or security operations.
  • Maintain awareness of construction hazards, environmental conditions, fatigue, and other factors affecting employee safety and operational effectiveness.
  • Ability to stand and walk for extended periods while performing access-control, inspection, patrol, and escort duties.
