Analytica is seeking a Senior Program Manager to lead as the single point of accountability a complex, large program (over 100+ staff) to support the modernization, operation, and sustainment of a mission critical, public facing application for a homeland security client. This role is responsible for overall contract compliance and technical direction, leading multiple Agile DevSecOps teams in an AWS cloud environment that integrates AI/ML, data analytics, entity resolution, access management, and biometric-capture capabilities.

We work with U.S. government clients in health, civilian, and national security missions to build better technology products that impact our day-to-day lives. The company offers competitive compensation with opportunities for bonuses, employer-paid health care, training and development funds, and 401k match.

Key Responsibilities

  • Ensure that all work on the contract complies with contract terms and conditions and maintain access to contractor corporate senior leadership when necessary.

  • Serve as the primary interface with the USCIS Contracting Officer's Representative (COR) and Contracting Officer (CO).

  • Attend status meetings and ad hoc meetings, in-person or virtually, with stakeholders as required, accompanied by other key personnel when necessary.

  • Assume responsibility for overall contract compliance and technical direction.

  • Develop, implement, and monitor program plans, budgets, schedules, and deliverables under the general direction of the Government.

  • Adapt to changing priorities and requirements in a dynamic environment.

  • Organize, direct, and coordinate planning and execution of all task order activities.

  • Manage all contractor resources and supervise staff performance; manage and coordinate team(s) on a day-to-day basis and ensure plans are communicated to team members.

  • Maintain transparency and accountability through Agile Application Lifecycle Management (ALM) tools, task boards, and collaboration sites.

  • Provide status briefings, staffing reports, sprint review briefs, and other management artifacts as required.

  • Collaborate with the Delivery Assurance Branch to facilitate Interactive Release Status Reviews and Release Planning Reviews.

  • Inform the Contracting Officer of any expected overburn or underburn; notify of underburn no later than 2 months prior to end of POP.

  • Support transition-in and transition-out activities, ensuring smooth knowledge transfer and continuity of services.

  • Maintain 100% occupancy of Key Personnel positions and ensure compliance with the 12-month no-substitution requirement.

Required Qualifications

  • US Citizen with the ability to secure a US public trust clearance

  • Bachelor’s degree in liberal arts, business administration, information technology or engineering or a related technical field

  • 10+ years of experience serving as an IT Project or Program manager, with a strong preference for Software Engineering and DevSecOps projects leading multiple agile teams with over 100 people

  • 5+ years of experience driving requirements in an agile / scrum operating environment

Preferred Qualifications

  • Prior program leadership experience on DHS, USCIS, or comparable large federal civilian IT programs.

  • PMP, PgMP, or equivalent program management certification.

  • Agile certifications (e.g., SAFe, Certified Scrum Professional) demonstrating practical Agile leadership at scale.

  • Experience with AWS cloud programs and FedRAMP/FISMA environments.

  • Familiarity with USCIS tool suite including JIRA, Confluence, GitHub Enterprise, and AWS native services.
