Andrew Morgan, LLC is a rapidly growing Service-Disabled Veteran-Owned Small Business (SDVOSB) and HUBZone-certified organization. We are seeking a qualified Project Manager to support a potential contract award with the U.S. Citizenship & Immigration Services.  This role is contingent upon contract award and will play a critical part in our efforts to deliver exceptional results for this opportunity.

RESPONSIBILITIES:

The Project Manager organizes, directs, and coordinates the planning and execution of all contract activities, reviews the work of subordinates (including any subcontractor staff), and ensures that schedule, performance parameters, and reporting responsibilities are met. The Project Manager serves as the single point of contact for the Contracting Officer (CO) and Contracting Officer’s Representative (COR) and is the primary interface with the USCIS Program Manager. The Project Manager leads a team of five Business Analysts and is the first point of contact for resolving issues between the Government and contractor employees, including staffing, problem escalation and resolution, performance monitoring, time and attendance, and leave

  • Program & Project Management
    • Lead overall project management following industry best practices
    • Own the Project Management Plan (scope, schedule, risk, quality, resources)
    • Deliver monthly status reports (progress, risks, issues, metrics)
    • Ensure quality/timely delivery of all contract deliverables per performance standards
  • Governance Support
    • Support the OCFO Governance Board with briefings, decision papers, and meeting materials
    • Track decisions, action items, risks, and roadmap progress
  • Current State Assessment
    • Lead assessment of OCFO systems, data interfaces, and reporting processes
    • Document system inventory, TCO baselines, data flows, and pain points/audit findings
    • Guide delivery of the Current State Assessment Report, SPM Roadmap, and Requirements Framework
  • Requirements & Governance Design
    • Support gap analysis, Analyses of Alternatives, and IT financial governance standards
  • Documentation & Training
    • Oversee SOPs, user guides, and technical documentation
    • Deliver governance/SPM training to Government users
    • Develop the Transition Plan for knowledge transfer
  • Stakeholder Coordination
    • Coordinate with OCFO, USCIS IT, and governance bodies to align strategy and avoid duplication

 REQUIREMENTS:

  • Experience & Education
    • 10 years of overall management experience (relevant work within the last 5 years)
    • Bachelor's degree in Program Management, Business, Finance/Accounting, or related field - or an active PMP certification in lieu of degree
  • Financial & Regulatory Knowledge
    • Ability to read, interpret, and develop financial management procedural documents
    • Ability to interpret legislative/governing authorities to shape financial policy, regulations, and directives
  • Communication & Presentation
    • Ability to develop briefing materials and graphics; deliver formal presentations to all levels of Government personnel
  • Strategic & Analytical Skills
    • Ability to research, benchmark, and advise management on alternatives for financial service delivery
    • Advanced project management expertise; skilled at facilitating decisions across complex Government organizations (vertically and horizontally)
  • Clearance/Eligibility
    • Eligible for favorable USCIS EOD and fitness determination

PREFERRED QUALIFICATIONS: 

  • Experience supporting a federal Office of the Chief Financial Officer, preferably within DHS or USCIS.
  • Experience establishing or operating strategic portfolio management, IT portfolio governance, or capital planning and investment control (CPIC) functions.
  • Familiarity with OMB Circulars A-123 and A-130, FFMIA, FISMA, FITARA, DHS MD 102-01, and federal financial management system requirements.
  • Experience with system inventories, TCO analysis, Analyses of Alternatives, and financial systems modernization roadmaps.
  • Experience leading firm-fixed-price federal services engagements as key personnel, including deliverable and QASP-based performance management.

SALARY:

Salary is commensurate with both location and experience.
