Role description:

This role is intended for experienced civil engineers who are ready to transition from primarily technical delivery into a structured Project Management development track. The successful candidate will provide technical leadership on land development projects while progressively developing client management, project financial management, business development, and team leadership skills. This is not an immediate Project Manager role, but rather a deliberate progression toward managing projects, clients, schedules, and budgets under the mentorship of senior leaders.

Role accountabilities:

POSITION DUTIES

• Act as the Project Engineer (PE) and technical lead on assigned land development projects alongside Project Managers, Senior Engineers, and Designers.
• Lead the preparation and review of grading, servicing, stormwater management, erosion and sediment control, and site servicing designs.
• Coordinate with planners, architects, landscape architects, surveyors, geotechnical consultants, environmental consultants, utility agencies, municipalities, and approval authorities.
• Participate in client, municipal, and consultant meetings as a technical representative of the project team.
• Develop an understanding of client objectives, project risks, project budgets, approval strategies, and delivery schedules.
• Build and maintain professional relationships with clients, municipal reviewers, utility agencies, and project stakeholders.
• Guide projects through preliminary design, municipal approvals, detailed design, tendering, construction, and assumption.
• Conduct site visits, construction reviews, and field investigations as required.
• Demonstrate leadership and initiative in identifying project risks, technical challenges, schedule impacts, and client concerns before they become project issues.
• Contribute to proposal preparation, project planning, fee development, staffing forecasts, and business development activities.

KEY RESPONSIBILITIES

• Lead municipal approval submissions and coordinate responses to review comments for Site Plan, Draft Plan of Subdivision, Condominium, and related planning applications.
• Develop and execute approval strategies in collaboration with senior project managers, clients, municipalities, and project teams.
• Serve as the primary technical contact for assigned clients.
• Participate in client meetings and presentations.
• Build long-term client relationships through responsive service and technical leadership.
• Support identification of future opportunities with existing clients.
• Lead technical delivery of grading, servicing, stormwater management, and land development projects.
• Prepare and oversee engineering designs, calculations, reports, and construction drawing packages.
• Author, coordinate, or review:
  • Functional Servicing Reports (FSRs)
  • Stormwater Management Reports (SWMs)
  • Engineering Briefs
  • Civil land development type engineering submissions (servicing, grading etc..)
• Review and direct Civil 3D production completed by designers and technologists.
• Interpret municipal standards, agency requirements, engineering criteria, geotechnical recommendations, and site constraints to develop practical engineering solutions.
• Coordinate directly with clients, municipalities, utility agencies, review authorities, architects, and partner consultants regarding project requirements and approvals.
• Lead responses to municipal review comments and coordinate revisions with internal project teams.
• Manage action items arising from project meetings and maintain accountability for deliverables.
• Support Project Managers with:

• Progressively assume responsibility for managing small projects or portions of larger projects under the mentorship of senior staff.
• Perform QA/QC reviews of drawings, engineering reports, calculations, and submission packages.
• Mentor EITs, Designers, and Technologists on design principles, municipal approvals, project delivery, and professional practice.
• Support proposal preparation, business development initiatives, client presentations, and pursuit activities.

MUST-HAVE

• Civil Engineering degree.
• Professional Engineer (P.Eng.) licensed in Ontario, or actively pursuing licensure with a clearly demonstrated path toward obtaining designation.
• 5 - 8 years of relevant land development consulting experience.
• Experience leading technical delivery of Site Plan, Subdivision, and/or Condominium developments.
• Experience coordinating directly with municipalities, clients, and external consultants.
• Strong understanding of Ontario municipal engineering standards and approval processes.
• Experience preparing or coordinating Functional Servicing Reports and Stormwater Management Reports.
• Working knowledge of AutoCAD Civil 3D.
• Strong technical writing skills and ability to prepare professional engineering documentation.
• Demonstrated ability to manage multiple projects and competing deadlines.
• Strong verbal communication and client-facing presentation skills.
• Demonstrated initiative, accountability, and leadership potential.

NICE-TO-HAVE

• Experience within GTA municipalities and approval agencies.
• Hamilton, Halton, Peel, York Region, Durham Region, or Toronto approvals experience.
• PCSWMM, Visual OTTHYMO, or other stormwater modelling software experience.
• Previous experience mentoring EITs, Designers, or Technologists.
• Construction administration and field review experience.
• Proposal preparation and fee estimate experience.
• Exposure to project financial management and scope control.
• Business development or client account management exposure.

PROJECT MANAGEMENT DEVELOPMENT TRACK

This position is part of Arcadis' Project Manager development pathway. Successful candidates will be expected to progressively assume responsibility for:

The salary range for this position is $80,000 - $120,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
