The Mutual Fund Governance team is responsible for the overall governance framework for the mutual fund dealer, including policies, processes, procedures, systems, controls, training, and reporting. The team provides regulatory and operational advisory support to business partners and the frontline, develops practical tools, guidance, and training programs to support the effective execution of policies and procedures, and promotes a strong culture of compliance and risk management.

This role designs, develops, implements, tests, measures, and manages mutual fund dealer processes, ensuring process design reflects business strategy, regulatory requirements, stakeholder needs, and the desired client experience. The role requires a strong understanding of the regulatory landscape, including CIRO Mutual Fund Dealer Rules and other applicable regulatory obligations. Responsibilities include leading regulatory change and implementation, supporting audits and reviews, driving remediation of regulatory and operational issues, delivering process enhancements, developing and maintaining dealer programs, and providing data-driven metrics and reporting to support oversight and decision-making. Processes may relate to operations, service, sales, supervision, and other dealer activities.

• Monitors and tracks performance, and addresses any issues.
• Designs and produces regular and ad-hoc reports, and dashboards.
• Breaks down strategic problems, and analyses data and information to provide insights and recommendations.
• Builds change management plans of varying scope and type; leads or participates in a variety of change management activities including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
• Leads or participates in defining the change/communication plan designed to positively influence or change behaviour; develops tailored messaging; and identifies appropriate distribution channels.
• Designs and provides input into the planning and implementation of operational programs.
• Develops and documents processes, procedures, etc. and/ or end-user materials.
• Assists with the documentation of end user materials.
• Designs training and support materials for front-line users to ensure adherence to regulatory requirements and governance processes.
• Assists with training and transition of processes and tools/templates to appropriate process owners.
• Collaborates in the design, implementation and management of core business/group processes.
• Designs processes based on business requirements and best practices. Ensures the processes adhere to applicable risk, regulatory and compliance requirements.
• Streamlines, simplifies and continuously improves existing processes.
• Documents processes (including, but not limited to, process flows, playbooks, etc.) for vetting, communicating, and implementing processes with stakeholders.
• Ensures all processes meet established standards, effectively utilize templates and tools to track compliance and operational effectiveness standards.
• Looks for opportunities to eliminate, simplify and automate processes. Recommends approaches or changes to streamline and integrate processes to improve overall efficiency.
• Maintains current process documentation to ensure available for stakeholders as required.
• Supports management of processes using established methodologies and tools/system/technology.
• Integrates information from multiple sources to enable more efficient processes, enhanced analysis and/or streamlined reporting.
• Participates in the integration of Core Process transformation across business/groups to deliver process improvements for productivity savings and enhanced customer/employee experience.
• Develops an understanding of organizational interactions and complexity to engage with the appropriate stakeholders.
• Resolves issues regarding processes that are raised from all sources/stakeholders.
• Provides specialized consulting, analytical and technical support.
• Exercises judgment to identify, diagnose, and solve problems within given rules.
• Works independently and regularly handles non-routine situations.
• Broader work or accountabilities may be assigned as needed.

Qualifications:

• Typically between 5 - 7 years of relevant experience in mutual fund dealer governance, regulatory compliance, operations, process management, risk management, or a related field, and a post-secondary degree or an equivalent combination of education and experience.
• Strong knowledge of the Canadian securities regulatory environment, including CIRO Mutual Fund Dealer Rules, National Instruments, and applicable regulatory requirements.
• Experience interpreting regulatory requirements and translating them into business processes, policies, procedures, controls, training, and operational guidance.
• Experience leading or supporting regulatory change implementation, remediation initiatives, regulatory examinations, audits, and issue management activities.
• Experience working with regulatory findings, corrective action plans, remediation programs, and regulatory reporting to senior management and governance committees.
• Knowledge of business analysis, process design, and project delivery practices across the project lifecycle. (In-depth)
• Knowledge of mutual fund dealer processes, supervision frameworks, operational controls, and governance practices. (In-depth)
• Ability to provide advisory support and influence business partners, frontline teams, and stakeholders on regulatory and operational matters.
• Experience developing training, guidance materials, job aids, and tools to support policy and procedure execution.
• Strong understanding of risk management, regulatory compliance, and control frameworks. (In-depth)

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
