Sr. Contract Compliance Specialist - IT Finance (Contracts)

Pay Range: $31.52 - $40.98/hr. | $65,563 - $85,232 annual compensation

Workdays & Hours: FLSA Exempt position. Monday - Friday 8am - 5pm; some evening/weekend work required. Hybrid on-site work model available with supervisory approval; staff are required to be on-site at least 2 days per week.

A Sr. Contract Compliance Specialist position is available with the City of Fort Worth IT Solutions’ IT Finance Division. This position will serve as part of our Contracts Team, performing a variety of critical financial support duties related to the development, review, and execution of technology contracts for all city departments.

Minimum Qualifications:

• Bachelor’s degree in public administration, business administration, finance or a related field
• Three (3) years of experience preparing and monitoring contracts, grants, or community programs in the public or private sector, including but not limited to federal, developer-funded, or other capital improvement project agreements
• Valid Driver’s License
• Candidate selected for hire must pass a CJIS background check (see below for details)

Preferred Qualifications:

• Advanced proficiency in Microsoft Excel to perform account reconciliation and analysis
• Knowledge of public-sector procurement laws, regulations, and purchasing guidelines
• Strong analytical, interpersonal, and communication skills, including experience writing executive-level summaries or Council-level communications

The Sr. Contract Compliance Specialist - IT Finance (Contracts)job responsibilities include:

• Identify, propose, and develop legal agreements that support and advance technology programs and initiatives provided through IT Solutions
• Collaborate with the Law Department to lead and oversee the development, improvement, and standardization of agreements; assist in policy and procedure development and enhancement
• Serve as a liaison with senior managers and partnering departments to structure legal agreements that meet technological needs while ensuring alignment with the City’s Purchasing guidelines, to facilitate and successfully execute all technology-related contracts
• Monitor vendor performance metrics and ensure suppliers meet contractual obligations and service levels
• Author Mayor and Council Communications seeking authorization for technology-related contracts and agreements
• Conduct compliance reviews and risk assessments to ensure agreements adhere to applicable laws, procurement rules, and City policies
• Lead process-improvement initiatives related to contract compliance workflows and serve as a subject-matter expert for compliance policies, providing guidance to contract managers, procurement teams, and business units
• Oversee contract lifecycle processes, including drafting, negotiating, evaluating, monitoring complex agreements, and maintaining accurate and organized contract documentation

Criminal Justice Information Systems (CJIS) Background Check

Applicants for this position must pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility.  Due to CJIS requirements related to system access, the following will result in being disqualified for this position:  Felony Convictions, Felony Deferred Adjudication, Class A Misdemeanor Conviction, Class B Misdemeanor Convictions in the last 10 years, Class A Misdemeanor Deferred Adjudication, Class B Misdemeanor Deferred Adjudication in the last 10 years, an Open Arrest for Any Criminal Offense (Felony or Misdemeanor), and ALL Family Violence Convictions regardless of class.
