nyc.gov is the official web portal of the municipal government of New York City. It serves as a central digital hub connecting residents, businesses, and visitors to essential municipal services, agency updates, and civic resources across the city's five boroughs.

The Capital Integrated Data Solutions (IDS) unit manages the data, technology, applications, reporting, and record retention that supports the entire Capital Division and all projects past, present, and future. IDS is a 24-member team organized into five specialized sub-units: Application Development; Unifier Development; Technical Support and CAD Support; Data Systems; and Document Services and Historic Archives.

Major Responsibilities

- Reporting to the Director of Capital Integrated Data Solutions, with wide latitude for independent judgment, serve as the unit's senior technical leader, with primary responsibility for the in-house application portfolio - more than 60 custom systems supporting capital planning, design, procurement, construction, and reporting - and for the software engineering standards, security practices, and release discipline that sustain them.

- Act as the unit's principal technical authority for SQL and .NET application engineering, database design, performance tuning, and release scheduling in order to enhance the effectiveness and efficiency of data systems.

- Own the full lifecycle of the Capital Division's in-house application portfolio from conceptualization through development, deployment and ongoing maintenance.

- Establish and enforce Software Development Life Cycle standards, including requirements documentation, source control and branching, peer code review, unit and integration testing, user acceptance testing, release management and rollback procedures.

- Design, develop, and optimize .NET applications (C#, VB.NET) and Microsoft SQL Server and MariaDB databases, including stored procedures, views, indexing strategies and Entity Framework data access layers.

- Administer and maintain the unit's application hosting environment - Internet Information Services (IIS), Windows Server, and supporting virtual infrastructure - in coordination with the Division of Information Technology and Telecommunications (ITT).

- Lead application security and compliance activities, including secure coding standards, input validation, authentication and authorization, least-privilege access, vulnerability remediation, and patching, in coordination with the agency Chief Information Security Officer.

- Plan and execute legacy system modernization and platform migrations while protecting data integrity.

- Expand appropriate use of the Microsoft Power Platform (Power Apps, Power Automate) and Microsoft 365 services to automate internal processes and reduce manual effort.

- Design and maintain integrations and data flows between Oracle Primavera Unifier, in-house applications, ESRI ArcGIS, and agency reporting platforms; ensure consistent data definitions and reliable data exchange.

- Supervise, mentor, and evaluate developers and supervisory staff; conduct code reviews, set technical standards, and build the team's capability and succession depth.

- Support production operations: triage escalated defects, manage incident response for application outages, maintain documentation and runbooks, and report on service levels.

- Assist in preparing technical specifications, scopes of work, and evaluation criteria for software procurements, and provide technical oversight of consultants and vendors.

Professional/Vendor Certification, Education and Experience Requirements: You must have current professional/vendor certifications.

In addition, you must have one of the following:

1. A masters degree in computer science or a related field from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 12 months of satisfactory full-time (not classroom based) specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management as described in the following nine Major Task Groups in the IT Titles Task Inventory*: Applications Development; Web Development, Design, and Maintenance; Business/Systems Analysis; Project Management Support; Application Design; GIS Structures, Spatial Analysis, and Mapping Principles; Testing; Technical Writing; and Version Control; OR

2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above; OR

3. A four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization AND 24 months of satisfactory full-time (not classroom based) specialized experience as described in “1” above plus 48 months of information technology experience as described in the IT Task Inventory *; OR

4. A satisfactory combination of education and experience which is equivalent to “3” above. Education may be substituted for the information technology experience on the basis of 30 semester credits from an accredited college or university, accredited by regional, national, professional, or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) is equivalent to 12 months of experience, up to a maximum of 48 months. However, if you qualify under options “2,” “3” or “4,” you must have at least a four-year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and at least 24 months of satisfactory full-time (not classroom based) specialized information technology experience as described in “1” above.
