Agency Description

The City of Philadelphia Procurement Department seeks a Data & Policy Analyst to manage data, systems, and facilitate improvements to business processes to drive operational excellence. The analyst will serve as an internal consultant and subject-matter expert, working closely with stakeholders across the City to provide guidance, analysis, and recommendations.

Position Summary

The analyst will manage and analyze data to effectively problem-solve, communicating complex information clearly and accurately to Procurement staff and City leadership to provide insights and evaluate performance. They will translate those insights into actionable strategies by leading and collaborating on various improvement projects. The analyst will also support the department by evaluating legislative and regulatory policies impacting Procurement, determining the impacts of potential policy changes, and helping to implement operational changes as needed.

This role requires strong initiative, adaptability, and ability to deal with complicated operational and financial challenges. The ideal candidate will have a strong working knowledge of procurement systems and processes, data management best practices, and demonstrable analytical and project management skills.

Essential Functions

  • Own Procurement’s business process data; serve as a subject-matter expert for systems and processes.

  • Work across teams to establish strong data management practices to improve the ability to use data to manage performance. This may include suggesting new systems or protocols, training staff, and implementation of new internal policies.

  • Responsible for a variety of recurring and ad hoc reporting and effectively tailoring the communication to the audience.

  • Support and manage projects and working groups related to process improvements, contracting and procurement, and other operational priorities. This includes developing a project plan, setting a timeline for key deliverables, and communicating with stakeholders throughout the project lifecycle.

  • Evaluate proposed legislation (local, state, federal) affecting Procurement and summarize potential impacts.

  • Engage with stakeholders to determine local policy objectives and improve effectiveness by reviewing and making recommendations.

  • Data analysis skills with the ability to collect, cleanse, analyze, and disseminate significant amounts of information with attention to detail and accuracy

  • Excellent verbal, written, and visual communication and presentation skills

  • Ability to organize, plan, and implement work assignments, juggle competing demands and work under pressure of frequent and tight deadlines

  • Bachelor’s degree or equivalent work experience is required.

  • Minimum of 4 to 6 years of systems or data management experience.

  • Minimum of 3 years procurement experience preferred.

  • Some policy/project management experience preferred.

  • Experience with any of the following is a strong plus:

  • Public sector environments

  • Process improvement

  • Performance management

  • ERP systems

  • Technology implementation

Salary Range: $75,000 - $94,000
